The Registered Nurse Chief Quality Safety and Value (QSV is a key member of the senior leadership team and has oversight responsibility for the quality, safety, and performance improvement processes across the organization. Responsible for the multidisciplinary employees assigned to the Quality Safety Value (QSV) Department. The performance improvement function includes a full spectrum of managerial activities with primary focus upon quality and appropriateness of care.

Duties

Key member of the senior leadership team has oversight responsibility for the quality, safety, and performance improvement processes across the organization. Responsible for the multidisciplinary employees assigned to the Quality Safety Value (QSV) Department. The performance improvement function includes a full spectrum of managerial activities with primary focus upon quality and appropriateness of care. Possesses knowledge of the principles and practices of Continuous Quality Improvement, Continuous Readiness, Enterprise Risk Management, Just Culture, and Systems Redesign. Able to interpret agency policies and procedures, legislation, rules, regulations, and accreditation standards (such as The Joint Commission (TJC), Office of Inspector General (OIG) and others). Knowledgeable about complex systems, programs and practices, methods of comprehensive evaluation and improvements, and process and outcome components of health care. Utilizes critical thinking and demonstrates use of sound judgment in decision-making and complex problem-solving. Demonstrates superior interpersonal skills including ability to develop and sustain collaborative relationships, resolve conflict, and handle negotiations effectively. State Veterans Home (SVH) VA Medical Facility Representative. Functions as Service Line Manager. Plans, organizes, and directs quality management services and programs within the Quality Management Department, while networking with other departments and service lines facilitates quality Veteran care. Contributes to forecasting requirements necessary for long range program planning and model development in QSV, and for the effective delivery of Veteran care by health professionals, health managers and other health care personnel. Ensures that WTVAHCS processes assess employees' and Veterans' needs, plans, development, and provides actions and interventions to prevent complications. Promotes Employees' performance and Veteran's outcomes. Makes decisions which reflect the distinctive and contributory role of QSV within the WTVAHCS, VISN 17, Director of Quality, Safety and Values (QSV), and the health care community. Participates in ensuring WTVAHCS meets/exceeds standards for clinical practice, administration, education, and implementation. Participates in strategic planning and forecasting for goal achievement. Collaborates with peers throughout the VISN, VHA and larger health care community to establish benchmarks and best practices for QSV. Coordinates, plans, implements, and monitors quality improvement activities and performance measures. Assists the service lines to meet the VHA performance measures as they relate to WTVAHCS and Veteran outcomes. Coordinates oversight, organization, development, and implementation of plans to successfully undergo accreditation by JC and other regulatory agencies. Interprets QSV and WTVAHCS policies clearly and concisely to foster interdisciplinary employee understanding and collaboration. Updates position descriptions, functional statements, and performance standards as required. In collaboration with Executive Leadership, Service Line and Department managers, disseminates, revises and/or develops service policies for employee and Veteran care in QSV. Supports and guides employee in development of innovative approaches to Veteran care delivery and management to promote quality care delivery. Able to mine, interpret, and analyze data to guide and monitor outcomes. Qualifications

Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. The following Scope, Education and Dimension criteria must be met to qualify for Nurse IV: Scope: Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care. Education: Master's degree in Nursing (MSN) and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR Master's degree in a *related field with a BSN and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in nursing and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in a *related field with a BSN and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. *Note: Foreign education programs/degrees are not creditable as related degrees. Professional and Social Responsibility. Operationalizes a culture of holistic care, health advocacy and health equity. Applies ethical principles in decision-making at the program or service level. Advances nursing knowledge through health science research and the translation and dissemination of evidence into practice to maximize the value to Veterans and the community. Preferred Experience: A minimum of two years of recent clinical experience as a graduate nurse A minimum of two years management experience Master's in nursing or related field Basic Life Support (BLS) required for RNs in direct patient care positions. Advanced Cardiac Life Support (ACLS) required in specific specialty area Must be knowledgeable of Infections Disease and practice good technique in maintain Infections Control Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The work is mostly sedentary with sitting at a desk working on a computer, however the employee must also be able to walk long distances (to outlying buildings, stand for periods during specific functions, bend, and carry/transport items up like stacks of papers, books, or office supplies to outlying buildings. The ability to climb at least one flight of stairs is required and must qualify for clearance to operate a government vehicle and can sit in vehicle for long period of times during trips to outlying clinics.

EDUCATION ACCREDITATION: The Associate Degree in Nursing (ADN), Bachelor of Science degree in Nursing (BSN), or Master of Science Degree in Nursing (MSN) must be recognized by the appropriate State-accrediting agency and accredited by either of the following accrediting agencies at the time the program was completed by the applicant:
  1. The Accreditation Commission for Education in Nursing (ACEN) OR
  2. The Commission on Collegiate Nursing Education (CCNE)
  3. ACEN or CCNE program or degree accreditation may also be found under the U.S. Department of Education
