This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Welder for the US Army Garrison Directorate of Public Works Operations and Maintenance at both Joint Base Myer-Henderson-Hall and Fort McNair, Washington DC.

Duties

Performs electric arc welding, oxyacetylene welding, inert gas shield welding, or brazing on metals and their alloys such as copper, brass, aluminum, steel, and iron. Selects appropriate torch tip size, identifies different metals, and selects type of welding rod to accomplish weld, determining heat necessary. Determines the proper welding processes and techniques for all types of metals of various sizes, shapes and thicknesses, including dissimilar metals such as aluminum, cast iron, brass, steel, copper, bronze, and magnesium. Applies gas welding torch processes such as oxyacetylene, oxyhydrogen, and/or arc processes such as gas metal-arc, gas tungsten-arc, and atomic hydrogen to install and/or repair steam lines and structures. Fabricates, installs, and repairs steel and other metal parts of structures and equipment, such as security bars for windows, security cages, hinges, and sliding bolts locks. Maintains and repairs shop equipment, cars, and trucks assigned to shop personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Tier 1.
  • Incumbent must be able to obtain and maintain a current valid state or DC driver’s license.
  • Incumbent must be able to obtain and maintain a valid government vehicle operator’s license.
  • Drives/transport passengers(s)/workmen more than once a week, and capable of carrying loads weighing up to and including 1-ton to transport material and equipment to work site.
  • Employee may work Saturday and /or Sunday—is subject to shift rotation and emergency recall as determined by the supervisor.
  • This position is considered weather and mission essential, and incumbent may be required to report to work under all circumstances, even when the Government is declared closed.
  • These positions duties will be at the following locations: Joint Base Myer- Henderson Hall, Virginia and Fort Lesley J McNair, Washington, District of Columbia.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) WELDER ~ without more than normal supervision. Applying accepted trade methods using both semi-automatic and manual welding processes; performing fabrications, modifications and repairs on various metal and alloy parts; maintaining close tolerance and strength; Operating carbon arc and oxygen/acetylene equipment; and reading and interpreting shop orders, work orders, and blueprints. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort - The work requires standing, walking, stooping, bending, kneeling, climbing, and crawling. The employee may work in awkward or cramped positions when making welds in hard to read places. The employee frequently handles objects weighing up to 50 pounds, and occasionally lifts objects in excess of 50 pounds with assistance from other employees or with weightlifting devices, when setting up work and positioning equipment. Working Conditions - The employee works inside in areas that are noisy, dirty, and smoky; and outside where there may be exposure to inclement weather conditions. The employee is exposed to fumes, infrared and ultraviolet radiation, heat, flying sparks, glare from torches and heated materials, and the possibility of eye injury, electrical shock, burns, broken bones, and the chance of cuts when working with sharp objects. The employee may experience discomfort when wearing protective clothing such as gloves, leather apron, flash shield and goggles.
