You will serve as an Electronic Warfare Subject Matter Expert (SME) and Technical Lead System Engineer in the ELECTRONIC WARFARE SYSTEMS Branch (code 3421) of NAVUNSEAWARCENDIV NEWPORT RI.
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15. The ND-04 pay band encompasses positions equivalent to GS-12 and GS-13.
Duties
You will be the NUWC BLQ-10 Electronic Warfare Subject Matter Expert (SME) and Technical Lead System Engineer.
You will define and modify overall objectives and requirements in Electronic Warfare (EW) and evaluate feasibility of new concepts and principles.
You will make recommendations on the continuance or abandonment of new technologies for the BLQ-10 and EW program.
You will provide technical and expert advice by briefing top level Navy management, Program office, other agencies and private organizations.
You will provide consultant to other technical experts in the field of Electronic Warfare.
You will be responsible for the technical planning, direction and success of new capabilities introduced into the EW program by following the Sponsors
defined funding, resources and agency policies.
You will direct, guide, and oversee the BLQ-10 Integration, testing, cybersecurity, troubleshooting and evaluation efforts.
You will provide leadership and guidance to BLQ-10 subsystem teams on current and future strategic efforts that could cause the modification of procedures and integration needs.
You will lead with technical guidance to Senior-Level, Mid-Level and junior engineers; align junior engineers with a system engineering “mentor” to
become familiar with the BLQ_10 system and other SWFTS subsystems.
You will complete on time, branch administrative functions and policy (timecards, weekly inputs, training, demo performance/feedback forms, delinquent list
avoidance, etc).

Qualifications
This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), a Computer Engineer (0854- series) an Electronics Engineer (0855-series), or a Physics Engineer (1310-series) depending upon the qualifications of the candidate. For the ND-5: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist managing administrative and technical aspects of projects in support of submarine electronic combat and weapons systems.
For the ND-4: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9/11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist providing administrative and technical advice and guidance on projects in support of submarine electronic combat and weapons systems.

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
