This position is located in a U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) state, area, or field office in Mississippi. The position provides assistance to the Soil and Water Conservation District (SWCD), works with landowners to apply and maintain a number of conservation practices, and reviews financial assistance requests under the provision of federal, state, and possibly local agriculture programs.

Duties

Assists in conducting field investigations, surveys, and assembly of data needed in the development of conservation practices for structural solutions to problems with water quality, erosion, drainage, and irrigation. Gathers and compiles planning data on rural and/or urban sites, including physical features such as soil limitations, erosion, surface drainage, and sedimentation. Provides information to farmers, ranchers and other rural residents on the kinds of assistance available from NRCS and other USDA agencies, including nature of programs and how and where to apply for assistance. Presents material on practice application and specifications at community or contractor meetings. Provides technical support by utilizing applicable NRCS survey tools and planning software, preparing cartographic orders, and assisting NRCS Staff with data collection as requested through the Field Office.

• Physical Demand: The work requires regular and routine prolonged walking over field terrain and bending, lifting, and stretching when utilizing survey instruments and equipment.
• Work Environment: Work involves regular and recurring exposure to agricultural and construction type equipment while in operation.
• Work Environment continued: There may be exposure to heat snow and ice as well as herbicide and chemical spray operations, which require safety precautions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-6 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-8 level. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-07 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-06 grade level in the Federal service, performing the following duties: Making presentations to landowners and other external stakeholders to promote conservation programs; Meeting with landowners to review complete conservation plans; and Assisting staff to develop natural resource conservation plans by compiling conservation planning data. (Your resume must CLEARLY demonstrate this experience) OR Education: Must have completed at least one full year of graduate level education in a field of study directly related to soil and water conservation. (You must submit transcripts.) OR Combination: You must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. When combining education with experience, first determine total qualifying education as a percentage of the education required; then determine experience as a percentage of the experience required; finally, add the two percentages. GS-08 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties: Utilizing surveying and soil mapping databases to collect data for conservation plans; Advising landowners on cost share program eligibility prerequisites and conditions to qualify for program acceptance and payments; Inspecting proposed sites to determine need and feasibility of conservation practices applicable to the location; and Conducting engineering surveys to be used in conservation planning. OR Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
