This position is located in Department of Homeland Security, United States Coast Guard, Atlantic Area Command, Seventh Coast Guard District, Prevention Department (dpw), Waterways Management/Aids to Navigation in Miami, FL.
Duties
“The incumbent of this position leads the Seventh Coast Guard District in the management, design, development, operation and administration of the Federal and Private Aids to Navigation (ATON) Systems used by all types of vessels on the navigable waters of the United States within the Southeast Atlantic region. The incumbent conducts all aspects of marine spatial planning, to include waterway usage and needs study, environmental review, technical design and stakeholder coordination. The incumbent represents Coast Guard equities in marine planning forums for the Southeast Atlantic Region.

Qualifications
Education/Training
Undergraduate and Graduate Education: Major study -- navigation, mathematics, physics, astronomy, geography, meteorology, engineering, cartography, or other subjects related to aeronautical or marine navigation and operations.
Graduation from the United States Naval, Air Force, Coast Guard, or Merchant Marine academies, or from one of the State maritime academies meets the undergraduate education requirements.
Successful completion of a course of flying or air navigation at one of the U.S. Government (Air Force, Navy, etc.) aeronautical or aviation training schools may be credited at the rate of 1 year of full-time training for 9 months of general experience.
Any time-equivalent combination of the above.
GS-12: Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:
Reviewing existing waterway agreements with other state and federal agencies to ensure that agreements are correct and reflect existing conditions;
Administering private aids to navigation (PATON) permit review program to ensure federal, state and private entities comply with Federal Regulations (33 CFR 62, 66) and Seventh District policy for PATON and marine structures;
Coordinating with State Historic Preservation Officers regarding donation of Coast Guard ATON artifacts and the alteration and preservation of structures;
Administering billing case programs and ensures initiation of billing cases against individuals, corporations, vessel owners and other entities responsible for damage to ATON;
Managing Private Aids to Navigation projects and permitting, engaging with Federal, state, local, tribal, environmental and industry stakeholders.
