This position is in the Government Accountability Office (GAO), Office of the Inspector General (OIG). As an Assistant Inspector General for Evaluations, you will be responsible for planning, directing, controlling and supervising work performed by OIG auditors, inspectors, and analysts.

Duties

As a Program Manager, MS-0340-2 your typical work assignments may include the following: Serves as a member of the OIG leadership team, providing the IG and OIG staff with policy advice and professional insight on inspections and evaluations conducted by OIG. This requires leadership of, and collaboration with, attorneys, auditors, analysts, specialists, administrative staff, and contractors. Directly supervises OIG auditors, inspectors, and analysts and serves as the designated performance manager (DPM) for inspections and evaluations staff. Provides input regarding the performance of the OIG executive assistant. Advises and assists the IG in the performance of their duties and responsibilities in the overall direction and management of OIG's inspections and evaluations. Advises the IG on the progress of such activities and recommends changes in the OIG policy, program, or operating procedures to enhance the effectiveness of the OIG mission. Directs, plans, organizes, conducts, and reviews all aspects of the inspection and evaluation process within a project-schedule timeframe and provides supervision and guidance for all aspects of work product to ensure compliance with Council of the Inspectors General on Integrity and Efficiency (CIGIE) and OIG quality standards and/or best practices. Develops OIG's strategic plan for inspections and evaluations and develops and reviews legislative, regulatory, and program proposals to reduce vulnerabilities to fraud, waste, and mismanagement. Develops work plans for the most effective use of resources and formulates methods, procedures, and standards for performing inspection and evaluation activities. Identifies, develops, and presents new ideas related to emerging or significant areas of importance for GAO programs and operations for current or future inspections or evaluations. Represents the OIG in discussions of inspections and evaluations with GAO, CIGIE, and other stakeholders, and participates in discussions, meetings, conferences, and negotiations to develop courses of action to take on actual and/or potential problems concerning programs, policies, and activities. Establishes inspection and evaluation priorities, assessing the progress of reports and reporting to the IG on the status and relevance of reports; manages the development and implementation of inspection and evaluative techniques, programs, guidelines, and policies; and provides programmatic expertise and information on new programs, procedures, regulations, and statutes. Assists with the Semiannual Report (SAR) preparation, the OIG response to GAO management challenges, the OIG strategic plan, and OIG policies and procedures. Reviews final work products before submission to the IG to ensure that reports and work performed comply with professional standards and OIG policy and ensures that reports contain recommendations, as appropriate, to address economy and efficiency in the administration of agency programs and operations and to prevent and detect waste, fraud, and abuse. Assists with identifying resource requirements through the annual budget process. Assists with the OIG preparation and response to the external peer review and annual internal inspections. Plans and carries out program and procedural development and administrative functions. Performs the full range of supervisory functions for OIG inspection and evaluation staff, to include assigning work and establishing workload priorities, reviewing, and accepting or rejecting work; interviewing candidates and recommending selection for filling vacancies; updating performance standards; making recommendations for promotion and reassignment actions; identifying training needs; and providing necessary direction, instruction, and guidance to staff. Ensures effective implementation of EEO, diversity, inclusiveness, and any special emphasis programs.

Qualifications

Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to MS-I, PE-IIB, PT-III, CS-III or the GS-14 in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as: providing advice and professional insight on inspections and evaluations conducted by the Office of the Inspector General. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
