This position is located with the Bureau of Indian Affairs, San Carlos Irrigation Project in Coolidge, Arizona. The incumbent will plan, design, estimate, manage and provide accounting for assigned construction projects through sound and accurate engineering/designing, staking, and preparation of detailed job sketches/drawings and details in accordance with San Carlos Irrigation Project (SCIP) standards. There is (1) position available.
Duties
Supervise and manage the program to provide leadership and innovation in the development of effective accounts receivable and royalty collection functions.
Responsible for the effective program management of all billing actions to recover revenues owed beneficiaries.
Monitor, audit and reconcile leases with receivables to generate accurate billings for royalty payments, late payments, penalties, interest and administrative fees.
Develop and analyze reports to ensure the production is accurate and timely to identify trends and recommends process improvements.
Initiate curative actions and resolves highly complex issues and/or errors to ensure Accounting System transactions, and associated trust revenue are processed accurately, timely and efficiently for the beneficiaries.
Initiates collections for delinquent royalty payments.
Advise and assist subordinates in resolving issues related to the allocation and distribution of trust income to beneficiaries, to include encoding and revising data into an Accounting System.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions and Individual Occupational Requirements for GS-0510: Accounting Series).
BASIC REQUIREMENTS FOR ALL GRADES:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law;
OR
B. Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must also include one of the following:
1. 24 semester hours in accounting or auditing courses which may include 6 hours of business law;
2. Certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, accounting, or a related field, e.g. valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following:
GS-12: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). Specialized experience that includes the interrelationships between personnel, payroll, accounting, and an extensive understanding of the automated systems thereof; recognize problems with the existing accounting systems, recommends changes, and integrates or implements improvements developed; collaborate with the supervisor on changes required in the automated systems; making presentations to management on special analytical studies of accounting data and trends; analytical skills to identify tax and related financial practices which are not in compliance with regulatory requirements and to advise bureau/agency staffs accordingly in order to achieve a properly functioning system; project management to work effectively under the pressure of tight timeframes and rigid deadlines.
OR EDUCATION:
2 years of progressively higher level graduate education leading to a master's degree OR Ph.D. or equilvalent doctoral degree, directly related.
