This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Realty Specialist with the United States Army Corps of Engineers, responsible for acquiring land rights or directing and reviewing the acquisition of property and rights needed for civil works projects.
Duties
Responsible for acquiring land rights or directing and reviewing the acquisition of property.
Serve as a Real Estate Technical Manager, responsible for assigned Project Partnership Agreements (PPA) and land acquisition for civil works projects.
Technical specialist on real estate matters for a broad range of project types (i.e., flood control, navigation, shoreline protection, etc.).
Administer all real estate activity for civil works control projects in accordance with the Water Resources Development Act.
Key liaison for the Real Estate Division between the local sponsor, real estate personnel, and other District staff to ensure all real estate requirements are scheduled and accomplished within budget and schedule.
Monitor the progress of the sponsor for completion of real estate requirements to meet milestones.
Coordinate all Division real estate efforts for the assigned projects.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience at the GS-11: One year of specialized experience which includes process various real estate land and building cases (i.e. Lands, Easements, Rights-of-way, Relocations, and Disposal area (LERRD), etc.), conduct field examinations for economic feasibility and adaptability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education (GS-11): Completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Real Estate Law, Business, Development, and related Real Estate degrees. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience (GS-11): A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience at the GS-12: One year of specialized experience which includes process various real estate land and building cases (i.e. Lands, Easements, Rights-of-way, Relocations, and Disposal area (LERRD), etc.), conduct field examinations for economic feasibility and adaptability, and possess quality negotiation skills for engagements with stakeholders (i.e. the public, land owners, district command personnel, and etc.) on acquiring real property for civil works projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
