You will serve as a SUPERVISORY CIVIL ENGINEER in the CAPITAL IMPROVEMENTS DEPARTMENT of NAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary.

Duties

You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments, the type of work, existing workload, and the capabilities of the employees. You will serve as the expert for civil engineering with the responsibility for developing and implementing regional policy on civil engineering issues. You will be responsible for civil engineering design of shore installation facilities projects and coordinates and directs the work of others in the accomplishment of project assignments in military facilities. You will serve on independent technical review teams and quality assurance (QA) teams. You will provide post construction award services (PCAS), including review and approval of contractor's submittals for conformance with the requirements of the contract drawings and specifications.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package. In addition to meeting the Selective Placement Factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying advanced concepts, principles, and practices in civil engineering to identify, coordinate, and integrate various engineering, architecture, and other related disciplines;2) Applying knowledge of standards, codes, and practices of engineering and architecture governing the identification, execution, and delivery of technical products and services;3) Applying knowledge of contracting for government services as well as knowledge of the contractor selection process;4) Utilizing knowledge of organization, budgeting, planning, project management, and engineering/architectural techniques to review, assess, and resolve design and construction issues; and5) Communicating through oral and written expressions to work effectively with other professionals. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
