Duties
As an Education Services Specialist, you will:
Execute and promote activities in support of the Military Entrance Processing Station (MEPS) Student Testing Program (STP).
Develop, implement, and disseminate Armed Services Vocational Aptitude Battery (ASVAB) Career Exploration Program (CEP) policies and technical guidance.
Develop and maintain business relationships with members of the education community to publicize and gain support for the program.
Negotiate with nonparticipating schools to initiate testing and coordinates with participating schools to improve/sustain participation in the STP within high schools, vocational/technical schools, colleges, and educational programs.
Develop training programs and materials for Armed Services Vocational Aptitude Battery (ASVAB) for service recruiters, school counselors, and counselor educators.
Provide MEPS Commander status on Student Testing Program, Inter-service Recruitment Committee’s (IRC) Education Subcommittee, testing achievements or recruiter participation, etc.
Evaluate existing operations in the Student Testing Program (STP) and makes recommendations for improvement.
Assist researchers in validation studies and in pilot projects relating to the Armed Services Vocational Aptitude Battery (ASVAB).
Prepare reports, briefings, and information papers pertaining to all programmatic aspects.
Requirements
- One year supervisory probationary period may be required.
- One year trial/probationary period may be required.

- This position requires the incumbent to possess or obtain and maintain a valid state issued or US territory issued driver's license.
- Employees will routinely be required to work unscheduled overtime to accommodate fluctuations in workload based on the daily mission requirements.
- Duties take place in public and private schools, and incumbent must be eligible to conduct work in schools.
- Position requires extensive travel (TDY) within the MEPS area of responsibility. Employees may be required to perform occasional over night travel as assigned. This travel may include temporary duty lasting 1-4 days. TDY requirements is 50%.

In order to qualify, you must meet the Education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2). (1)Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs; (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs; (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner; (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: To qualify based on your work experience, your resume must clearly describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Coordinating programmatic activities to support adult education program (i.e. Student Testing Program (STP)) marketing plans; Evaluating adult education programs (i.e. Student Testing Program (STP)) for effectiveness or to recommend improvements; Preparing briefings to public or management on student testing programs; Developing working relationships with the education community to promote testing programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a Ph.D. degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Adult Education, Workforce Development or Educational Counseling. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (You must provide a copy of your transcripts with your application package).
