Duties
This Senior Level (SL) position is with the Office of Inspector General, AIG FOR MANAGEMENT in Herndon, Virginia. As a Chief Technology Officer (CTO) you will be responsible for providing technical expertise to senior management on the long-range technology direction of the DOI Office of Inspector General (OIG). As the Chief Technology Officer, your contributions will include multiple high-impact initiatives, including advancing the state of enterprise architecture, information technology investments and services.
Major duties include:
Serves as a senior advisor to OIG leadership to guide the strategic direction related to the organization's information systems technology and infrastructure modernization.
Researches and advises on the long-range technology direction of the OIG and provides technical expertise to the Assistant Inspector General for Management (AIG-M).
Leads the continuous assessment of current/emerging information management and technology trends in areas such as: cloud computing, IT shared services, software-intensive systems, zero trust architecture, open enterprise architecture and methodologies, artificial intelligence, and network architectures.
Provides leadership in Artificial Intelligence (AI) and promotes its adoption and secure implementation through partnerships with OIG leadership and components.
Organizes and leads working groups or projects using senior technical staff to address areas such as technology innovations, information assurance, or security projects.
Consults on systems or policy proposals, and provides technical, policy, and programmatic guidance to senior leaders using a deep understanding of successful digital transformation both inside and/or outside the government, including user-centered design and development practices and modern consumer Internet technologies.
Provides expert analysis and recommendation for technical architectures and engineering of solutions with modern technology stacks and scalable infrastructures, focused on performance, resilience, flexibility, and security.
Represents and speaks for the Assistant Inspector General for Management (AIG-M) in dealing with key DOI officials, other agency officials, representatives of business and industry, and other entities in matters involving plans, programs, policies and objectives of the OIG IT function.
Identifies potential technology problems, impacts, and solutions on issues with broad organizational implications. Works collaboratively with all stakeholders to proactively address potential problems and implement needed solutions.
Qualifications
Minimum Qualifications (MQ)
You must meet all four minimum qualifications to be considered and your resume must specifically include your experience in these areas. To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level (Department, Agency, or equivalent private sector corporate-level) at or above the GS-15 grade level in the Federal service or its equivalent in other organizations. This experience must be specifically documented in your resume and demonstrates the ability to perform the duties of the position, including all of the following:
1) Leading or managing the evaluation, testing, and successful implementation at the application and infrastructure level of complex technological innovations and solutions resulting in department, agency, or corporate-level IT modernization.
2) Providing expert advice and business justifications (balancing risk and cost-benefit) for the adoption of or transition to new technologies or acquisition of IT hardware or software to senior level executives (C-suite executives).
3) Coordinating department or agency-wide (or equivalent level private entity) IT initiatives and briefing senior-level executives (C-suite executives) to present technical information and concepts in a clear and understandable manner.
4) Researching, evaluating, and recommending to senior-level executives (C-suite executives). the use of emerging technologies to solve business or organizational problems.
Mandatory Technical Qualifications (MTQ)
You are required to write a narrative addressing each of the Mandatory Technical Qualifications below. Please limit your written statements to no more than one page per MTQ, totaling no more than 3 pages addressing all MTQs. Each MTQ must be addressed separately. MTQ #1 - Demonstrated ability to lead implementation and management of Technological Innovation and Infrastructure Modernization. This involves integrating cutting edge technologies like cloud computing, artificial intelligence (including machine learning, deep learning, natural language processing, etc.), quantum computing, Digital Identity, and/or cryptographic computing in a hybrid (on-premises and multi-cloud) environment while complying with appropriate security, privacy, and other regulatory requirements.
MTQ #2 - Demonstrated experience providing expert advice and business justifications (balancing risk and cost-benefit) for a wide range of technology challenges or opportunities such as: data security within a shared network environment; enterprise encryption; artificial intelligence; enterprise cloud services and data center consolidation; securely leveraging the use of shared services or services provided by a parent entity; and other emerging technologies or technological business challenges.
MTQ #3 - Demonstrated experience in evaluating, testing, and successfully collaborating with other programs or units inside and outside of the IT function to integrate complex technical solutions at the application and infrastructure level related to artificial intelligence; edge computing; cloud computing; digital identity; cryptographic computing and zero trust architecture; cloud-based solutions or other technologies across the enterprise.
