About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, Signatures Division, Charlottesville, VA 22911.

Duties

Serves as a scientific and technical intelligence analyst, performing developmental-level duties. Responsible for research and analysis to produce targeted intelligence products related to Measurement and Signatures Intelligence (MASINT), specifically, radar signatures. Prepares finished intelligence products and portions of major projects based upon that research and analysis. Consults with supervisor or senior analysts to identify customer requirements, activity and agency mission objectives, and significant new information or trends for assigned portions of major research projects. Participates in Army and intelligence community working groups and committees, discussing analytical issues and contributing to the development of improved analytical methods and assessments in assigned specialty area. Prepares input for various types of intelligence reports on technical assessments in assigned specialty area. Recommends research direction for assigned portion of Division S and T mission areas based on knowledge of significant developments in subject area and current assignments. Applies established data collection and analysis and verification approaches to deal with assigned technical problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

In order to qualify, you must meet the education and experience requirements described below. Employee may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2) If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed. One year of specialized experience equivalent to at least the GG/GS-05 grade level in the Federal service which includes experience applying knowledge of the principles, concepts, and techniques of a complex Science and Technology (S&T) intelligence subject area to produce targeted S&T intelligence projects utilizing innovative analytical methods.
