The purpose of the position is to serve as an Advance Medical Support Assistant (AMSA) under HBU to the Health Administration Service (HAS). Incumbent of the position serves as a specialist on eligibility and enrollment issues. Incumbent provides direct administrative and technical assistance to the Supervisor of HBU, Medical Center Staff, Veterans, and their family members on issues related to eligibility and enrollment (provides expertise in eligibility issues to Medical Center Staff).

Duties

Major duties and responsibilities include, but are not limited to: Ability to apply a knowledge of the Medical Care Cost Recovery requirements as they relate to the facility and processing patients for care. Assuring coverage of all areas of responsibility; ensuring accurate and timely completion of reports. Reviewing data and reports to ensure efficiency, quality, and completion of work; Providing guidance to staff members, to include changes in policies and procedures; Distributing and balancing workloads; Recording and monitoring of leave calendar and timekeeping duties; Orienting and providing on-the-job training for new and current employees; Acting as a liaison between other MSA's and staff in order to resolve day-to-day conflicts. Working collaboratively with other services. Developing and maintaining effective and efficient communication with the patient, with the interdisciplinary team, their supervisor, and other specialty services within the healthcare system. Setting priorities and deadlines; adjusting the flow and sequencing of the work to meet team and patient needs; Interviewing patients applying for medical benefits and managing eligibility and enrollment of Veterans Manage enrollment priority groups and ensure that enrollment information is reported to the HEC. Manage the identification of Veterans required to make co-payments toward their care, travel and/or medications. Participate in local VA outreach events by engaging with the public by educating and distributing enrollment and eligibility material to veterans, their families, or other interested parties Verifies eligibility/entitlement for benefits of all applicants using various methods including income assessments, military discharge documents, Veterans Information Solution (VIS), DPRIS, VBMS and SHARE applications. Accurately generates patient data cards for veterans applying for care using the Veterans Health Identification Card (VHIC) system. monitors enrolled patient data base information on a regular basis (at a minimum, annually) to perform updates to health insurance data, income assessments for the Means Test and Pharmacy Co-pay Exemption programs as mandated by law. Assure that all new veterans to the system are registered within 7 days of receipt of their application. Participate in and provide input during team meetings to assist in resolving problems having to do with operational issues or procedures; Performing administrative follow-up actions. Basic Requirements: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR Education. One year above high school; OR Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: To qualify for the GS-7 grade level, you must have one year of experience equivalent to the next lower grade level, GS 6. The Lead MSA is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include but are not limited to ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts.] For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. AND Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all the KSA's below: Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff. Ability to provide staff development and training. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
