Duties

1. Report of Survey (ROS) Program Manager. Serves as the Joint Base Pearl Harbor-Hickam Air Force ROS Program Manager and focal point for all ROS policies and procedures. 2. Independently performs a variety of complex budgetary, administrative, and statistical functions to support budget formulation for an organization and its components. 3. Independently performs tasks involving budget execution by compiling resource data from various financial management reports. 4. Audit reports and technical support. Supports the Comptroller by performing various interrelated processes including the research, validation, compilation and review of documents that monitor the wing's audit process for Hickam Field. 5. Comptroller's administrative assistant. Serves as the Comptroller's advisor and subject matter expert on all actions and issues concerning the administrative operation of the squadron.

  • This is a Mission Essential (ME) position. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release

  • This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • A Cost-of-Living-Allowance (COLA) will be added to the stated salary. COLA is subject to change without notice

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade, GS-06 or equivalent under other pay systems in the Federal service which includes practical knowledge of procedures and regulations covering the processing of a variety of audit and financial management information. Comprehensive knowledge of organization's mission, operations, procedures, and practices to be able to perform such duties as independently arrange staff travel; select meeting and conference attendees; independently schedule appointments for the supervisor, and follow-up with the participants of meetings on action items independently. Knowledge of the process of collecting, correlating, and synopsis of data for managing audit information. Skill in utilizing the full capability of computerized and automated equipment, i.e. the full spectrum of graphic and word processing software/programs. OR EDUCATION: One year of graduate level education may be credited where the graduate education is directly related to the work of the position such as Accounting. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: have part of the experience described in A, and I have part of the education described in B. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of extensive and diverse budgetary methods, practices, procedures, regulations, policies, and processes of the accounting system and related documents used to gather and analyze budgetary information. 2. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, work reports, or inventory and supply data. 3. Knowledge of financial processes, policies, procedures, and terminology. 4. Skill in preparing financial and administrative reports for assigned programs and projects. 5. Skill in monitoring and evaluating financial data and in developing and analyzing common trend lines. 6. Ability to use computer operations, electronic communications, spreadsheet analysis, and database creation and utilization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
