This position is part of the Office of the Inspector General (OIG), Pension Benefit Guaranty Corporation (PBGC). In order to be eligible to receive consideration for this position, you must be able to report to the duty station location listed in this vacancy announcement if selected and be available to work the schedule listed. The incumbent will be responsible for completing conventional audit assignments independently, along with assisting the efforts of higher-level auditors.
Duties
As a trainee, the incumbent completes the conventional audit assignments independently, and assists the efforts of higher-level auditors.
Assists in planning and coordinating some auditing activities including financial and performance audits, evaluations, and other reviews.
Prepares audits and evaluations result in OIG reports, studies, and other products that improve PBGC programs and activities.
Promotes economy, efficiency, and effectiveness in the administration of PBGC's programs and operations; detect and prevent fraud and abuse; and keep the Corporation and Congress informed of problems and the need for progress of corrective action.

Eligibility Requirements:
In order to be eligible for the Pathways Recent Graduates Program, the following qualifications must be met:
Be a U.S. citizen;
Possess a qualifying associate's, bachelor's, master's professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years.
Veterans: If you are a veteran, as defined in 5 U.S.C. 2108, who, due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period, you shall have a full 2-year period of eligibility upon your release or discharge from active duty. In no event, however, may your eligibility period extend beyond 6 years from the date on which you completed the requirements of an academic course of study.
In order to be converted to a term or permanent position you will be required to complete 640 hours of employment.
Only experience and education obtained by the closing date of this announcement will be considered.
Basic Education Requirement for all applicants-
All applicants for this position must possess one of the following basic requirements:
A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Minimum Qualifications Requirement for all applicants-
In addition to meeting the Basic Education Requirement listed above, all applicants must meet one of the follow qualifications requirements for the GS-07 level:
A. Have one year of specialized experience equivalent to the GS-05 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience with meeting at least 3 of the four following experience requirements: 1) analyzing documentation and data; 2) utilizing basic knowledge of auditing and/or accounting principles and procedures; 3) working as part of an auditing and/or accounting team; and 4) accomplishing basic auditing and/or accounting data collection. OR
B. Have one year of graduate-level education or superior academic achievement. 1 year of graduate level education equates to 32 quarter hours or 18 semester hours of education (Note: Applicants who select this response must provide transcripts as verification of their education); OR
C. Have a combination of specialized experience and graduate-level education as defined above which equals 100%. For example, have six months of specialized experience and year of graduate level education (i.e. 16 quarter hours or 9 semester hours of education. (Note: Applicants who select this response must provide transcripts as verification of their education) OR
D. Have a Bachelor's degree with Superior Academic Achievement. Superior Academic Achievement (SAA): If you are claiming SAA, you must submit documentation by the closing date of the announcement showing that you have successfully completed all requirements for a bachelor's degree AND meet one of the following requirements:
1. A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
2. A grade-point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
3. Rank in the upper one-third of your class in the college, university, or major subdivision.
4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society.
