Duties

Reviews contract plans, specifications, technical manuals, and cost prior to contract award to determine practicability from an economic standpoint Prepares notes, drawings, and sketches of changes made in the field to facilitate the preparation of record drawings and contract documents Exercises the ability to make technical and administrative decisions concerning budgetary constraints and all inspections and modifications necessary to complete projects in a timely manner Prepares technical evaluations concerning cost estimates and/or bids documents Serve as primary point of contact for customer and other external agencies on assigned projects Provides work plans, project completion reports, and financial documents to ensure sponsor/customer requirements are met Consults with and coordinates activities with representatives of Federal, State, and local agencies work plans and specific project requirements Responsible for collecting and analyzing all technical data concerning the Contract actions Serves as Contracting Officer's Representative (COR) on many service and requirement type contracts Inspects all phases of contracts, materials, procedures and techniques, and verifies that contractor or USACE crews performs all technical requirements of the conditions and specifications

Specialized Experience: 1) reading and understanding plans and specifications; 2) Leading and developing inspections and reports of completed civil works projects; 3) Communicating and interacting with both internal and external customers; 4) Providing input to project engineers toward solutions or courses of action required based upon thorough knowledge of contract specifications, common trade practices, and observations made at project sites; 5) Will act as Contracting Officer's Representative (COR) responsible for the enforcement of contract requirements for all assigned contracts and task orders; 6) Will serve as the Collateral Duty Safety Officer serving as the safety liaison between Operations Division and the Jacksonville District Safety and Occupational Health Office. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementCustomer ServiceGeneral EngineeringQuality AssuranceSafety EngineeringTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
