The primary purpose of this position is to perform procurement technical work in support of procurement functions and programs, and serves as the Division systems administrator for automated contracting systems.

Duties

Serves as the organizational systems administrator for automated contracting systems to include, but not limited to, Con Write, AMIS, PMS and Automated Contract Preparation System (ACPS), etc. Prepares complex contract documents for major procurements. Contracts contain multiple special terms and conditions with special clauses and unique provisions. Prepares recurring and special reports and complies statistics from data requiring substantial analysis and interpretation and development of new formats. Provides procurement technician support for contracts.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes applying procurement regulations, procedures, and policies related to procurement post-award processes; assemble, review and maintain electronic and manual procurement files related to contracts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of the use, and training in the use, of automated contracting systems, including Con Write, AMIS, PMS and ACPS. In-depth knowledge of, and ability to apply, a wide variety of interrelated steps and procedures required to verify, assemble, review, and maintain procurement files related to complex contracts, to retrieve documents from such files, to extract information from files for use in compiling reports, and to resolve discrepancies in files. ln-depth knowledge of documentation verification requirements (information, terminology and standard clauses) for contract and procurement documents pertaining to complex procurements. This includes contract clauses and special requirements of particular laws (e.g., Davis-Bacon, Service Contract, Prompt Payment Acts. progress payments, first article production/testing requirements) to ensure inclusion of required information in bid and solicitation packages, and to enable employee to monitor contractor compliance with contracts that contain such provisions. Employee must recognize when standard clauses and provisions are inappropriate. Knowledge of the organization and its functions and programs to answer inquiries of a general nature or refer to the responsible staff member. Knowledge of and skill as a qualified typist in the use of personal computers and office automation hardware and software tools (e.g., Word, PowerPoint, Excel, Access, etc.) to produce correspondence, reports, and other materials in standard format. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
