The primary purpose of this position is: To serve as a second-level supervisory and managerial authorities over the Shipment Management or Customer Service Branch, providing planning, directing, organizing, exercising control over first level supervisory, and nonsupervisory employees assigned to the Personal Property Management .

Duties
Plans, organizes, and directs the activities of Shipment Management or Customer Service Branch ensuring compliance with legal and regulatory requirements and meeting customer entitlements/requests. Recommends and staffs branch goals and objectives to integrate organizational functions and improve operational efficiency.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Interprets and staffs proposals to improve transportation/organizational policies and regulations.
Represents Joint Personal Property Shipping Office (JPPSO-SC) with a variety of installation and functional area organizations.

- Work may require travel to commercial TSPs/contractors within the area of responsibility for the purpose of contract review or negotiation.

- "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Positions Support Positions, General Schedule Traffic Management Series 2130
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of all modes of transportation for movement of personal property, passengers, and cargo to include factors affecting that transportation, such as public laws, foreign government requirements, DoD policies and limitations/capabilities of the different transportation modes. Knowledge of safety and security regulations, practices, and procedures.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of all modes of transportation for movement of personal property, passengers, and cargo to include
factors affecting that transportation, such as public laws, foreign government requirements, DoD policies and
limitations/capabilities of the different transportation modes.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Skill and ability to organize, plan, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate both orally and in writing.
5. Skill and ability to utilize technical and functional expertise and experience with developing and recommending
solutions to Federal Acquistion Regulation (FAR) based contract and Tender of Service related issues, resolving complex transportation problems, using analytical and evaluative methods to implement initiatives.
6. In-depth knowledge of packing, marking, movement of hazardous, sensitive, and classified material via all
transportation methods.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
