This position is part of the Defense Human Resources Activity. The incumbent will be responsible for determining the appropriate products or services with clients or customers to define project scope, requirements, and deliverables. Develops,modifies, or provides input to project plans. Implements project plans to meet objectives.Coordinates and integrates project activities. The IT Project Manager develops IT applications to ensure the integration of IT programs and services.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a IT SPECIALIST (DATA MANAGEMENT) at the GS-2210-12 some of your typical work assignments may include: Responsible for major automated personnel, manpower, training, and pay databases and applications maintained at DMDC pertaining to data quality reporting/dashboards, root cause analysis, and data issue management. Establishes data quality tracking and reporting systems to monitor and display critical steps for all major program enhancement projects. Manages the data and computer programs used for data quality reporting and root cause analysis of the assigned databases into the overall DMDC database repository, to include documentation of the database and associated files within the DMDC Enterprise Data Dictionary. Responsible for designing, developing, and implementing updates, improvements, or revisions to the data quality programs and models to conform to legislative or policy changes or data quality improvements. Gives detailed technical guidance to IT specialists and management analysts who have been assigned to assist with modifications or changes to the computer programs involved. Converses with OSD project officers to establish objectives and technical requirements of projects and analyses. Receives, performs quality control, and publishes data analytics to optimize the efficiency and quality of the data being collected.

Qualifications

You may qualify at the GS 12 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below: Serves as the central point of contact within and outside of the DMDC in matters of data quality, data quality reporting, data issue management, and root cause analysis. Designs, develops, and implements updates, improvements, or revisions to the programs and models to conform to legislative or policy changes or data quality improvements. Resolves a wide range of technical and management issues, and apply an understanding of DoD Human Resources and technology limitations to establish procedures for monitoring the multiple aspects of data quality project management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: attending to detail. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
