This position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Division of Space and Facilities. This position provides space, management and administrative services to DOL Agencies and employees outside the National Capital Region.
This position is inside the bargaining unit.
Duties
Major duties at the GS-09 level include but are not limited to the following:
Plan and conduct space management modifications.
Collaborate with Agency staff to determine underlying business needs and management preferences.
Consult with customers to assess needs, propose alternatives and provide guidance and instruction.
Determine space efficiency options in balance with real estate costs.
Provide advice and coordination of furniture and equipment acquisition and disposal.
Assist staff with projects related to obtaining, designing and coordinating new space and complicated relocation requests.
Participate in field and market surveys for leased and federal spaces.
Serve as principal point of contact for GSA, the customer Agency, vendors, contractors and others on complex facility-related matters.
Consult with customers to develop Reimbursable Work Authorizations (RWA) and Security Work Authorizations (SWA).
Review, prepare, and process requests for procurement actions.
Develop formal and informal training sessions regarding subjects within program areas and present training sessions to managers and staff.
Prepare written correspondence and memorandums for signature.
Responsible for assisting Agencies with identifying and coordinating conference space requests.
Ensure requests for parking comply with government paid parking regulations.
Identify overtime utility requirements to acquire annual cost.
Review and track monthly statements for accuracy and to resolve discrepancies.
Conduct ongoing reviews of Agency space assignments.
Perform research, generate reports, compile statistics and data related to space, facilities, telecommunications, accountable property, building access, and related support functions.
Requirements
- Must be at least 16 years.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- The entire duration of the Recent Graduate Appointment constitutes a trial period.
- Appointees must sign a DOL Pathways Recent Graduate Program Participant Agreement.
Qualifications
You must meet the Basic Requirements listed in the Education section AND the Specialized Experience or education or equivalent combination of experience and education to qualify for Recent Graduate - Support Services Specialist, as described below.
Specialized Experience: One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
OR
Master's or equivalent graduate degree, in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR
Two (2) full years of progressively higher-level graduate education in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR
A combination of education and experience.
In addition to the basic requirements described above, applicants must also demonstrate 52 weeks of specialized experience equivalent to the next lower grade level in the Federal service.
For GS-9: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service. Specialized experience includes: Experience providing administrative support in the areas of space and facilities management; Experience monitoring activities of projects to ensure conformance with schedules and budget; Experience in oral and written communications to provide and explain project recommendations, assist in resolving conflict, and to maintain effective relationships with customers, stakeholders, and others; Experience providing customer service to a variety of customers.
Education
To be eligible for an appointment, you must meet requirements A or B.
A. Completed all requirements for an associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; or
B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certification. You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above.
