Duties
Serves as a Management and Program Assistant, responsible for performing a variety of technical and administrative work in support of the Planning and Policy Division (PPD) supervisors and the PPD staff.
Prepares supply and equipment requests and submits for action.
Assists technical professionals in the preparation of contract and equipment procurement actions.
Provides support to the senior Program Analyst, Workforce Management Support Specialist and Branch Chiefs by organizing, collecting, analyzing and managing information related to the current and future program/project workload for the organization.
Interacts on a daily basis with various Divisions and Civilian Personnel Advisory Center (CPAC), as well as budget and program analysts, contractors, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- You may be required to travel less than 10% of the time.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- Financial management level 2 certification required.

Specialized Experience (GS-11): One year of specialized experience which with program and project management procedures using specialized scheduling and budgeting software, pertinent regulations and policies, workload and workforce analysis, and experience in the use of financial management tools including the Corps of Engineers Financial Management System (CEFMS) and P2. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience (GS-12): One year of specialized experience with program and project management procedures using specialized scheduling and budgeting software, pertinent regulations and policies, workload and workforce analysis, and experience in the use of financial management tools including the Corps of Engineers Financial Management System (CEFMS) and P2, and experience leading office budgets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 or GS-11).
