You will serve as a CHEMIST in the ENVIRONMENTAL DIVISION of NAVAL FACILITIES ENG COMMAND HAWAII. GS-11 SALARY: $75,640 - $98,330 GS-09 SALARY: $62,517 - $81,272

Duties

You will be responsible for the qualitative and quantitative chemical analyses in a wide variety of environmental samples. You will develop the methodology, test procedures, and the sequence to follow for complete chemical analyses. You will maintain the quality assurance program to verify the validity of test results for accuracy and precision.   • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR THE GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing analytical and testing methods for environmental samples; 2) Applying qualitative and quantitative chemical analyses in a wide variety of inorganic environmental samples; 3) Calibrating and operating analytical instruments, such as Atomic Absorption Spectrophotometry (AAS), Inductively Coupled Plasma Emission (ICP) spectrometer, Gas Chromatography/Mass Spectrometry (GS/MS), Oil/Grease system, flash point, etc.; 4) Providing chemical analytical service/expertise to solve hazardous waste disposal and environmental pollution problems; and 5) Searching pertinent literature and references to find and perform analyses on environmental samples. NOTE: This experience must be fully demonstrated in your resume to be considered qualified. FOR THE GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with developing analytical and testing methods for environmental samples; 2) Assisting with searching pertinent literature and references to find and perform analyses on environmental samples; 3) Assisting with calibrating and operating analytical instruments, such as Atomic Absorption Spectrophotometry (AAS), Inductively Coupled Plasma Emission (ICP) spectrometer, Gas Chromatography/Mass Spectrometry (GS/MS), Oil/Grease system, flash point, etc.; 4) Assisting with providing chemical analytical service/expertise to solve hazardous waste disposal and environmental pollution problems. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Basic Requirements:
  1. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

    or

  2. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

    For the GS-11 grade level, you may substitute the following education for the specialized experience:

    A Ph.D. or equivalent doctoral degree with a major study in a field related to the position.

    OR

    Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with a major study in a field related to the position.

    OR

    A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

    For the GS-09 grade level, you may substitute the following education for specialized experience:

    2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree
