This position is located in the Office of Equity Assurance (OEA) at the Veterans Benefits Administration (VBA) at the Department of Veterans Affairs and is assigned to the Executive staff. The incumbent is responsible for coordinating and managing work in addition to focusing on overseeing enterprise-wide program initiatives.
Duties
Serves as a resource in the planning and decision-making process by preparing analyses and comparisons of alternative methods of achieving program objectives.
Gathers information from various sources and conducts research and, based on this, develops, structures and drafts an operating plan designed to meet the mission for OEA.
Prepares briefing materials for the Executive Director’s use when briefing the Secretary and/or members of Congress and National Service Organizations, and other external stakeholders on issues pertinent to OEA.
Assures orderly management of approved programs and services.
Oversees studies, surveys, and research concerning broad areas of consideration having a major impact on the nation program offices and its beneficiaries.
Exercises a high degree of program management expertise and managerial
competence to direct and coordinate planning of new and diverse projects.
Serves as advisor and consultant to the Under Secretary for Benefits, Deputy Under
Secretary for Benefits, Director of Office of Equity Assurance and the Secretary of Veterans Affairs on questions concerning technical aspects of assigned area.

Specialized Experience:
GS-15: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-14) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as:
Experience in primary consultation and advisor to the Executive Director, Chief of Staff. VBA, and VA senior leadership about highly visible, complex, and enduring issues concerning the delivery and application of Veterans' benefits and service; Experience using technology and qualitative and quantitative analytical methodologies to enhance processes and decision-making required to provide day-to-day management and oversight of a large-scale, multi-site, organization with a global presence; Experience to establish and maintain effective communication (oral and written) across all organization levels within VA; Experience in the formulation and execution of operational plans and provides managerial expertise regarding all aspects of staff operations for a large government organization.
