About the Position: Serves as a Defense Travel System (DTS), Defense Civilian Payroll System (DCPS), Automated Time Attendance and Production System (ATAAPS), and Agency Program Coordinator (APC) for Government Travel Charge Card (GTCC) in support of Letterkenny Munitions Center.

Duties

Apply technical knowledge of DTS, analyzing travel trends, identifying and resolving issues related to travel authorizations, vouchers, and the system. Provide directorate and staff oversight of the review and evaluation of Actual Expense Allowance (AEA) requests. Assign roles, permission levels, maintains appointments, and acknowledgement letters for accountable officials throughout the organization to comply with audit requirements. Provide directorate and staff level oversight of Approving Officials (Certifying Officers), and budget personnel with daily Temporary Duty (TDY) travel requirements. Serve as the Civilian Pay Customer Service Representative (CSR) for all Letterkenny Munitions Center (LEMC) civilian pay actions and, in this capacity, serves as special advisor to the Commander and managers throughout the organization. Serve as primary Accessible Unit Manager for Risk Management Internal Control (RMIC) DA 11-2 research and auditability.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must meet ammunition certification requirements IAW AMC-R 350-4 within one year of employment.
  • Financial Management Level 2 Certification required in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81. Employee has 2 years to obtain the certification.

Advising management on payroll activities and researching and resolving pay and leave problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in finance or accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
