Duties

Monitor compliance with Safety, Occupational and Health (SOH) regulations and is the point of contact for all SOH issues and concerns in the DES. Inspect low and moderate potential risk organizational facilities and sites, including field sites, and coordinates the inspection of high potential risk facilities and sites with the Installation Safety Office. Ensure DES employees complete any and all medical examination requirements for position held. Ensure compliance with any and all physical fitness standards or requirements to include physical ability testing for police officers and firefighters. Review all DES training plans, SOPs and lesson plans for compliance with established safety requirements/regulations. Perform the duties as the DES Environmental Management System Program (EMS) Coordinator. Educate the workforce on risk assessment processes, new safety equipment and safety related subjects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work.
  • Must participate in the Fire Division's Fitness and Wellness Program, IAW NFPA 1583 Standard on Health-Related Fitness Programs for Fire Department Members and DoDI 6055.6 Fitness and Wellness.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires working 60 hours per week (120 hours Bi-Weekly) which may include at least one 24-hour shift and may include working nights, weekends, and holidays.
  • This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
  • This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • The incumbent will be assigned to the Technical Rescue Team and required to complete additional Rescue Technician I (DoD, IFSAC or Pro-board Certifications) within one year from date of employment as condition of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

This definition of specialized experience is typical of work performed at the 2nd next lower grade/level position in the federal service (GS-09). In addition to meeting the specialized experience requirement above, applicants must also possess the below listed certifications (for their applicable grade) certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M. The Department of Defense (DoD) requires the incumbent of this position to possess & maintain the following certifications, accredited by the International Fire Service Accreditation Congress (IFSAC) or the National Professional Qualifications System (Pro-Board):Fire Inspector II, Fire Instructor II, Fire Officer III, Hazardous Materials Incident Commander, Fire Department Health & Safety Officer, Fire Department Incident Safety Officer (in accordance with DoD Instruction 6055.6 and DoD Manual 6055.6M), and the National Registry Emergency Medical Technician (NREMT) Certification issued by a state or National Registry.
