The primary purpose of this position is to function as a point of continuity for the staff action group that directly supports the organization, provide mission support to include analysis, staff advisory, and consultant assistance to accomplish programs and projects that cross mission and organizational lines.
Duties
Provides staff support for the organization
Initiates plans and conducts studies of management issues and initiatives for the organization including ongoing assessments of overall performance, achievements, and effectiveness
Participates as chairperson, representative, or executive secretary in the conduct of program coordination meetings
Performs a wide range of analytical and staff support duties relating to the day-to-day operations of the organization
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy session with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed updates in assigned programs

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to the logistics; providing technical assistance to supervisor regarding duties; and preparing programs, policies, and activities regarding logistics.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a broad range of logistics and supply management laws, regulations, policies, processes, and techniques for program analysis in support of operations.
2. Knowledge of mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the logistics/supply management process.
3. Knowledge of a broad range of a broad range of logistics and supply program operations, management indicators, and program support activities to provide technical/analytical support and advisory services.
4. Comprehensive knowledge of operations functions in order to develop and implement innovative approaches and solutions to operations issues and to provide definitive input on how proposed changes would be detrimental or enhancing to mission objectives.
5. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in center programs.
6. Ability to plan, organize, and negotiates effectively with senior analysis and management to accept implement recommendations, where proposals involve substantial resource, and require extensive changes in established concepts and procedures.
7. Ability to communicate effectively both orally and in writing; negotiates complex issues; maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
