This position is part of the Office of Facilities and Administrative Services. The incumbent will be responsible for providing provides administrative program management services to the OS, Nationwide, in the areas of Personal Property and Fleet Program Management.

Duties

Provides Personal Property Program guidance and instruction to OS Property Managers, and Accountable or Custodial Property Officers (APO/CPO's) nationwide, who are responsible for the management, care and safeguarding of system-controlled and sensitive personal property acquired by their program offices. Coordinates Fleet Program requirements and operational duties to include, but not limited to: Working with GSA; developing Fleet Reports, Fleet Data Calls, Annual FAST reports, Secretary of the Interior (Secretary) W-2 Home to Work Benefits reports; supporting the Secretary's Detail, managing vehicles and other requirements related to the Secretary's motor pool; and maintaining Fleet records and files. Conducts management control reviews (audits) of the Personal Property and/or Fleet Programs for OS Offices nationwide to ensure compliance with Federal and Departmental regulations designed to minimize the risk of waste, fraud, and abuse of Government resources. Conveys program requirements orally and in writing, reporting to Departmental key stakeholders on audit findings and corrective actions.

At the GS-7 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-5 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience developing and maintaining effective relationships with others; responding to customer concerns with effective solutions, deliver services and support to customers with professionalism, relates well to people from varied backgrounds and different situations; experience includes knowledge of various personal property activities and various inventory methods to maintain accountability of assets; experience supporting the management of the fleet program, executing requirements and operational duties to include, but not limited to: Working with GSA; developing fleet reports, fleet data calls, annual FAST reports, Secretary of the Interior W-2 Home to Work Benefits reports; supporting the Secretary's Detail, managing vehicles and other requirements related to the Secretary's motor pool; and maintaining fleet records and files. At the GS-9 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-7 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience operating an automated database property management system for a broad range property functions including monitoring and accounting of activities, tracking trends, producing reports, tracking procurement data, and maintaining records; experience reviewing and applying fleet management policies and procedures; and experience utilizing automated systems to gather and maintain data on fleet management, inventory and maintenance and preparing analyses and reports. At the GS-11 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-9 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience operating an automated database property management system for a broad range property functions including monitoring and accounting of activities, tracking trends, producing reports, tracking procurement data, and maintaining records; experience reviewing and applying fleet management policies and procedures; and experience utilizing automated systems to gather and maintain data on fleet management, inventory and maintenance and preparing analyses and reports. At the GS-12 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience managing assets in a complex asset management database; experience in providing surveillance and control over personal property and fleet management for assigned organizations; and experience as the Contracting Officer Representative (COR) for property and fleet contracts. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
