The eLearning Producer (eLP) is responsible for technical development of a wide variety of web-based and emerging technology educational products. The eLP provides expert advisement, consultation and technical development of engaging and effective web-based courses. They are responsible for the architectural design, development and implementation of eLearning courses, performance support tools and other web-based or game-based training products.
Duties
This announcement is open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees only. All other candidates will not be considered.
The major duties of this position include but are not limited to:
Develops eLearning products. This includes coordinating the architectural design and production of eLearning materials, advising the PM on budget and funding requirements, determining appropriate level of development effort and technical quality of eLearning materials.
Plans and develops visual elements using various graphic design applications. Evaluates the use of these visual elements during and after the production of eLearning materials.
Advises on, develops, and implements web-based products that comply with Section 508 of the Rehabilitation Act of 1998, VA Directive and Handbook 6102 and VA eLearning technical and design standards.
Manages the development, technical, contractual, production, hosting and delivery processes in the production of blended learning products and services, which include all types of media, new media and emerging technologies that are components of an eLearning product.
When required, writes or assists in the preparation and processing of technical performance work statements or task orders, and successfully fulfills the COR role and responsibilities.
Provides educational products visual design and technical development consultation and production expertise in any of the following areas: web-based training, web-based learning platforms, web-based performance support tools, integration of digital content, and mobile and game-based learning.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirement:
This position has an Individual Occupational Requirement (IOR). To meet the minimum qualifications you must possess:
An Undergraduate and/or Graduate Education: With a major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. (TRANSCRIPTS ARE REQUIRED)

Specialized Experience: Experience in the actual type of work for which application is made. This includes planning the preparation web-based and emerging technology products, photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.
In addition to the IOR, you must have one year of specialized experience equivalent to at least the next lower grade for which you are applying in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .
Managing the development, technological, contractual, production, hosting & delivery processes in the production of blended learning products.
Advising on, developing, and implementing web based training educational products that complies with Section 508 of the Rehabilitation Act of 1998, VA Directive 6102, and VA e-Learning Technical and Design standards.
Providing educational product design and development consultation and production expertise in any of the six following areas:
web-based training
web-based learning platforms
web-based performance support tools
integration of digital content
mobile based learning
game based learning
You will be rated on the following Competencies for this position:
Technology Application- Uses machines, tools, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format.
Operations Support- Knowledge of procedures to ensure production or delivery of products and services, including tools and mechanisms for distributing new or enhanced software.
Communications & Media- Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Incumbent performs work in a variety of environments. Light physical exertion (stooping, standing, lifting, etc.) is necessary to move and carry computer equipment, multimedia production equipment and meeting materials sometimes over 50 pounds. Incumbent performs work in a standard office environment, remotely using a laptop, monitors, remote shoot locations, and in production studios. Occasional travel is required for the attendance of meetings, training sessions and professional conferences and meetings. Extended hours may be required to meet
critical deadlines.
