This vacancy is for a Lead Program Manager (Term) in the Economic Development Administration within the Department of Commerce.

Duties

This position will provide programmatic and managerial leadership for the Build Back Better Regional (BBBRC) Challenge. This position will report to the American Rescue Plan Director. The $1 billion Build Back Better Regional Challenge is the marquee of EDA's American Rescue Plan program that aims to boost economic recovery from the pandemic and rebuild American communities, including those grappling with decades of disinvestment. As a Lead Program Manager (Term), you will: Work closely with the EDA outreach team to create a strategy and system to build awareness, educate and provide technical assistance to coalitions receiving funding from the BBBRC. Effectively work with cross-functional teams and deliver results. Effectively work with and assign tasks to direct and indirect reports. Developing and refining processes and reporting to monitor awardee progress against set goals and milestones and reviewing grantee progress to ensure key benchmarks and milestones are met. Provide strategic consultation and approving decisions impacting project delivery, for example project scope changes, budget amendments, etc., that is compliant with applicable laws, regulations, and policies. Develop and implement appropriate internal controls to appropriate manage risk, fraud, waste, and abuse, as well as to ensure compliance with appropriate regulations. Develop and refine processes and reporting to monitor awardee progress against set goals and milestones and reviewing grantee progress to ensure key benchmarks and milestones are met. Develop metrics to track and monitor the effectiveness of the BBBRC program. Advising data and research grantees on data collection practices and appropriate methodologies and analysis needed to evaluate impact of BBBRC. Monitoring and measuring the impact of ARPA programs have on regional economies and regions. This Job Opportunity Announcement may be used to fill other Lead Program Manager (Term) GS-0340-14, FPL-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

This experience need not have been in the federal government. To qualify at the GS-14 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience: Overseeing processes for monitoring grants for construction and non-construction projects against benchmarks and milestones; Managing the review and publication of articles, blogs, white papers, and other publications that advance best practices in regional economic development and industrial policies; Leading or managing the work of a team; Managing projects across teams; and Consulting with economic development officials on policies pertaining to grants policy and projects advancing regional economies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
