This position is located in Office of Privacy. As an Government Information Specialist, you will investigate, evaluate, and resolve privacy related issues, ensure privacy-related initiatives are covered by appropriate privacy compliance documentation, and collaborates with USCIS leadership and other internal and external stakeholders to ensure all regional/field privacy related-initiatives are properly documented, and assist with the investigation of privacy incidents/breaches.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Provides guidance and direction to program offices regarding the collection, sharing, and maintenance of Personally Identifiable Information (PII). Conducts and coordinates privacy reviews (audits) to ensure compliance with privacy requirements. Conducts and facilitates Privacy Awareness Training and briefings internally and externally. Conducts, reviews, and develops PTAs, PIAs, SORNs, Privacy Act Statements and Notices, and other privacy compliance documentation. Identify the need for new or updated procedures and guidance that may have a privacy impact with current and emerging technologies. Travel to offices throughout the respective regions and develop working relationship with leadership and stakeholders.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 06/26/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 06/26/2024. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least at the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: General knowledge of laws, regulations and policies surrounding the Privacy Act of 1974. E-Government Act of 2002, and Freedom of Information Act. Conducted reviews of Privacy Threshold Analysis (PTA); Privacy Impact Assessments (PIA); System of Records Notices (SORN) Gather information from customers within assigned region to gain information about privacy requirements. Ability to advise employees of privacy requirements for safeguarding personally identifiable information (PII) within an agency. Ability to communicate with all levels of personnel to provide guidance and to ensure privacy is incorporated into program operations. GS-13: In addition to the requirements at the lower grade level(s), you qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Provide guidance as it relates to privacy matters in relation to policies, procedures and laws, and on immigration procedures and international operations. Interprets and communicates federal privacy laws, programs, and policies. Reviews agency initiatives to determine privacy sensitive activities and identifies privacy compliance documentation coverage. Research various topics to draft PTAs, PIAs, SORNs and other privacy compliance documents. Develop working relationships with leadership and stakeholders. GS-14: In addition to the requirements at the lower grade level(s), you qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Extensive knowledge of federal privacy laws, regulations and policies to provide guidance to leadership at all levels within the respective region. Lead and administer guidance to senior leadership on complex operational issues involving the use of PII that impacts privacy or civil liberty regulations. Lead efforts in ensuring that privacy complaints and incidents/breaches are reported and all mitigation efforts are taken and documented. Identify the need for Information Sharing Agreements (ISA) and review existing ISAs to ensure compliance with existing privacy laws and adjust to existing policy. Conduct site visits/reviews of facilities to ensure compliance with established privacy policies, guidance and internal audits.
