Duties
The duties, described below, represent the major duties performed at the GS-08 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
Plans work to be accomplished by subordinates, establishes priorities and prepares schedules for completion of work.
Identifies and analyzes problem areas considering alternative solutions, and selects the most appropriate course of action.
Makes decision, issues instructions and provides guidance for work performed. Defines standards for work and prepares instructions for its accomplishment.
Performs internal personnel administration and management tasks.
Responsible for process improvement, through ongoing analysis of customer needs to increase productivity and quality.

- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-07, applicants must have served 52 weeks as a GS-06 or higher in the Federal service. To be considered for the GS-08, applicants must have served 52 weeks as a GS-07 or higher in the Federal service.
Specialized Experience for GS-07: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-06 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: reviewing work for technical adequacy and compliance with established policies and procedures; processing a wide variety of complex military debt or military pay transactions; providing technical support for or resolving issues within automated systems.
Specialized Experience for GS-08: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-07 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: applying a large body of military debt rules, procedures and operations to process debt cases requiring audits and corrections; experience leading, training, and supporting others responsible for debt cases; applying payroll and debt systems policies to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within these automated systems.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-07 (1-grade interval) Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
