This is a Contract Specialist position for NIWC PACIFIC.
Duties
You will mentor and train junior contract specialist, briefs department senior leadership on acquisition related matters; provides acquisition training to requirements personnel/customers and performs contracting officer warrant duties.
You will work with various types of contracts, including cost-reimbursement, fixed price and incentive pricing structures, awards from Broad Agency Announcements, and completion type contracts.
You will Perform and/or lead others in developing or performing acquisition plans, source selection plans, formal solicitations; business clearance memorandums and performing cost/price analysis, as well as cost realism analysis.
You will perform independently and lead in the drafting of acquisition related policies and processes.
You will do pre and post award type work.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field C - Contracting Level 3. Certification is required within 24 months of appointment.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing guidance to contract specialist and program/customer personnel in planning, negotiating, and administering contracts; providing contract support.

Education
Minimum education requirements for 1102 series:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement.
