The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.
Duties

Provide information, advice, and guidance to managers and employees on a broad range of HR issues/functions in one or more areas of HC subject matter expertise.
Serve as point-of-contact for resolving issues raised by management and staff by conducting research and providing interpretations of the appropriate HR laws, regulations, policies, procedures, and/or handbooks.
Serve as a focal point for a program or project in support of a corporate initiative; obtains support for the program or project by articulating program goals and objectives.
Develop and present recommendations to HR leadership and organizational managers on the best way to address employee relations issues, balancing the needs of the employee with the needs of the organization, and promoting the identification of a solution between the manager and employee.
Evaluate HR business practices/procedures and program performance, identify strengths and weaknesses, and provide HR leadership with recommendations for improving performance.
Maintain electronic HR records such as personnel actions and organizational and position transactions to ensure accurate and up-to-date data and participate in special HR projects and/or initiatives to support the ODNI human capital mission.
Develop and present written and oral briefings to internal and external customers on HR issues and explain complex information to clients and stakeholders in a clear and consistent manner.
Remain informed and knowledgeable of new or revised laws, regulations, policies, procedures and operational practices; interpret implications of changes and revisions and recommend new or revised program requirements and/or other appropriate modifications.
Maintain productive working relationships with colleagues, HR managers, and customers as appropriate and use these relationships to share information of interest and explain the specifics of HR programs.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Thorough knowledge of the mission, charter, roles and responsibilities of ODNI and/or of individual IC organizations.
Thorough knowledge of HC principles, concepts, regulations, and practices, and consultative skills sufficient to plan and manage HC functions for ODNI and/or IC programs.
Thorough knowledge of Federal, IC, and/or ODNI HC and HR regulations, policies, and unique authorities in order to address organizational/business issues and questions.
Thorough knowledge in one or more areas of HC Subject Matter Expertise: Academic/Professional Disciplines, Compensation, Equal Employment Opportunity and Diversity, HC Information Management, HC Strategy & Policy, Learning & Development, Organizational Design, Performance and Effectiveness, Talent Acquisition, Workforce Analysis & Planning, Workforce Engagement & Relations, and Work/Life Strategies & Benefits
Ability to apply specialized knowledge to resolve HR issues.
Ability to represent HC and ODNI in a positive, proactive manner and ability to manage competing priorities while adhering to strict deadlines.
Effective oral and written communication skills, including the ability to communicate complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and demonstrate organizational and interpersonal problem-solving skills.
Ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.
Ability to utilize critical thinking and reasoning skills to gather HR data and provide analysis of meaning/impact to senior management.
Knowledge of project management concepts and principles.

Bachelor's Degree or 3-5 years of specialized experience in fields such as Human Resources, Business Administration, Industrial and Organization Psychology, Training and Development, Workforce Analytics, or other related disciplines.
