The primary purpose of this position is to serve as the Deputy Division Americas/Africa Division overseeing and advising an office of regional experts (military and civilian) to build, sustain and expand relationships in the NORTHCOM, SOUTHCOM, and AFRICOM Areas of Responsibility (AOR) on behalf of the Secretary of the Air Force.

Duties

Political-Military Advisor. Serves as the USAF expert analyst and advisor to SAF/IA on the political-military, security assistance, economic, defense strategy, defense trade and additional relevant information for the countries and governments in the NORTHCOM, SOUTHCOM, and AFRICOM Areas of Responsibility. Resource Management. Manages the financial resources allocated to the division including Foreign Military Sales Administrative funds, O&M funds and additional travel funds to include Government Purchase Card Program. Represents SAF/IA with a variety of installation and functional area organizations. Plans, organizes, and oversees the activities of the Americas/Africa Division.

  • Incumbent must be willing to work outside normal duty hours when tasked to respond to senior leaders on short notice, high pressure issues. Overtime may be required as workload increases
  • A Master's Degree in foreign affairs, International relations, is highly desired; Program Management experience is highly desired

  • Ability to speak and write in Spanish along with regional experience is highly desired; ability to converse in and understand the French and/or Portuguese language is desired
  • Completion of an Intermediate and/or Senior Service School, (i.e. AWC, ACSC, AFLEP, ELDP, AFIT, etc.), within six years accepting position is highly desired
  • Incumbent must obtain and maintain TOP SECRET clearance
  • Employee must be willing to travel and when traveling must be willing to travel by military or commercial air, and as required by position, employee must maintain a current government passport
  • This is a drug testing designated position. The incumbent is subject to random drug testing
  • Incumbent must be comfortable in dealing with high-ranking foreign representatives and able to utilize tact and diplomacy on all occasions
  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207)
  • This position will be part of the Security Cooperation Workforce Development Program; incumbent will be required to meet/maintain certification requirements
  • This is a Term position NTE 36 months; the individual selected for this position may be extended without further competition
  • Current Federal civilian employees may apply for this position using “Reinstatement” eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Series 0130. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes qualifying work experience that may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries; and expert knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions, e.g., management of agency research operations, or staffing requirements for new or substantially altered training or operational missions and programs. Works closely with and supports US defense contractors in the transfer of US equipment and technology. OR EDUCATION: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Security Cooperation laws, regulations, policies and procedures; thorough understanding of associated acronyms, directives and instructions; knowledge of historical and geopolitical environment of the Americas and African region. Working knowledge of and/or experience with Air Force operations, aircraft, and acquisition of weapons system programs; ability to oversee and manage a Foreign Military Sales program/acquisition. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolved budget/funding problems. Skill in the application of analytical methods and techniques to evaluate effects of changes in program plans and funding. Ability to communicate, both orally and in writing, to justify, defend, present, and/or advise on processes/actions. Ability to speak and write in Spanish along with Latin America regional experience and/or ability to converse in and understand the French and/or Portuguese language. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
