Come join a great team! This position is with the Navajo Area Indian Health Service, Navajo Human Resources (HR) Region, Client Services Division in St. Michaels, Arizona. The duty station is located with the Shiprock Service Unit, Northern Navajo Medical Center in Shiprock, New Mexico. Incumbent provides technical knowledge in the application of the principles, practices and techniques of the compensation program.

Duties

Incumbent interprets and applies laws, regulations, policies and practices to provide advice and guidance to management and employees. Serves as consultant to management on all compensation matters with independent responsibility for resolving controversial, complex and difficult types of problem compensation cases. Provides authoritative technical assistance and solutions to problems typically referred by civilian payroll technician. Confers with customers on various complex and/or difficult compensation issues and provides substantive technical compensation advice and assistance to all customers. Advises on implementing pay schedule adjustments (may include General Schedule, Federal Wage System, locality pay and/or other geographic pay), special salary rates, pay limitations, allowances, differentials, hours of duty, work schedule (including alternative work schedules), premium pay, Fair Labor Standards Act overtime pay, grade and pay retention. Analyzes pay and leave laws and regulations to assist in developing guidance and other informational and training materials for managers and employees. Processes routine and complex pay and/or leave actions and corrections in automated Human Resources processing systems. Maintains and extracts compensation related reports from the automated Human Resources databases to identify and/or analyze program deficiencies. Incumbent will provide technical guidance and reviews the work of the Civilian Payroll Technician. Reviews all payroll audits and provides technical guidance to SU timekeepers. Provides training/orientation to SU staff, HR staff and management.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-07: One (1) full year of graduate level education or Bachelor's degree with Superior Academic Achievement; or, One (1) year specialized experience equivalent to at least the GS-05. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Provides advice and assistance to managers and employees on basic pay, overtime, or leave. Conducts fact finding and recommends solutions for moderately difficult recurring compensation issues and problems. Process routine and complex pay and/or leave actions and corrections. Provides training and orientation. Possesses basic knowledge of various hiring incentives and pay settings in federal service. GS-09: Master's or equivalent graduate degree; or, Two (2) years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D; or, One (1) year specialized experience equivalent to at least the GS-07. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: serving as central point of contact for all payroll issues; providing clear guidance and advice on pay entitlements, pay incentives, leave administration and payroll issues; and proficiency in human resources automated information systems to ensure accurate processing of payroll actions, and time and attendance. Possesses intermediate experience and knowledge in federal hiring incentives (i.e. Recruitment, Relocation, Retention, etc.) and pay setting to advise managers. GS-11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. One (1) year specialized experience equivalent to at least the GS-09. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Developing training and providing instruction for pay administration processes; providing advice and assistance to staff and management on various pay matters and time and attendance; and providing technical advice to other HR staff on processing payroll actions, and time and attendance. Possesses proficient knowledge and experience with reviewing and processing federal hiring incentives and pay setting to advise managers. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
