Duties

The primary purpose of this position is: To serve as the senior Motion Graphics Designer with responsibility for the original design and production of a variety of design layouts, motion graphics, animation, visual effects, graphic design and digital filmmaking for multimedia presentations. Coordinates the design and development of complex, high-level multimedia products in collaboration with the producer, director, subject matter experts, and clients. Advises and provides guidance and training to producers, directors, editors, management and customers. Creates original artwork, animation, special effects and motion graphics utilizing a wide variety of artistic mediums, computer software & hardware and other media equipment. Edits professional quality audiovisual productions utilizing contemporary digital editing systems.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Visual Information Series, 1084. SPECIALIZED EXPERIENCE: One year of specialized experience at the next lower grade, GS-11, in Federal service or equivalent in other pay systems which includes Extensive knowledge of a wide range of principles, practices, methods, and techniques for communicating information through audiovisual means. This includes knowledge of all phases of audiovisual production, programming, and editing from inception to completion, and skill in modifying or adapting standard practices, and procedures; Expert knowledge of specialized subject matter or program areas for the operations, products, services, needs, and goals of programs and other organizations serviced to develop original designs, concepts, or visual styles for publications, exhibits, or presentation materials that convey intelligence and organizational information, that evoke certain responses from the viewers, or that reduce the cost of production, installation, or maintenance of the visual product. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of the processes, methodologies, personnel, scripting, and related requirements involved in communicating information through audiovisual means. This includes a wide range of principles, concepts, and practices of audiovisual production to work independently on complex assignments from inception to completion. 2. Thorough knowledge of a wide range of audiovisual resources, such as camera equipment, music libraries, stock footage, stock graphics post-production services and live mobile truck production and broadcasts. 3. Extensive knowledge of graphic arts and media, design, perspective, layout, typography, balance and contrast, color science, mixing and application, digital drawing and animation practices and instruments. 4. Skill to serve as creative/artistic director on live events for broadcast or recording using mobile production and/or satellite trucks. 5. Skill in incorporating two and three-dimensional visual products into video productions merging still, video, and graphic imagery into a single product supporting public affairs messages. 6. Ability to present subject matter information in a visual form to convey an intended message or to achieve a desired effect upon a specific audience and to communicate ideas concerning visual media both orally and written with tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
