THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Military membership is NOT required. This ND National Guard position is for aACCOUNTING TECHNICIAN, Position Description Number T5151000 and is part of the ND USPFO, National Guard.

Duties

As an Accounting Technician you will provide analysis, validation, processing, and correction of financial transactions and issues/ discrepancies involving the full range of accounting services. Incumbent uses a complete understanding of inter-related work systems across multiple functional areas and their interoperability to ensure the validity and accuracy of all obligations, disbursements, collections/deposits, and adjustments related to financial records. Performs broad in-depth analysis on multiple management systems and applies this information to complicated precedent type cases to resolve especially difficult and sensitive, out of balance conditions associated with processing actions within accounting systems. Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Reconciles accounting and budget data with Program Managers and the USPFO Deputy Financial Manager/Budget Officer. Reconstruct inaccurate accounts, gathers and organizes information for inquiries and resolves problems referred by managers, employees, congressional inquiries, etc.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposition is mandatory.
  • You must be able to obtain and maintain a secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must complete Level 1 Financial Management Certification within 24 months of employment.
  • This position may be designated as Essential Personnel and subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Designation will not exceed 14 days per year unless approved in advance by TAG.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

GENERAL EXPERIENCE: Applicant must possess experience, education, or training involving arithmetic principles, attention to detail, and application of established procedures for recording and compiling data; 1) experience in sorting and verifying receipt of documents; recognizing or matching forms containing names, numbers, and codes; and establishing a filing system; 2) experience verifying accuracy and completeness of documents, maintaining or reconciling accounts and records; researching documents for discrepancies in debits and credit entries and taking necessary action in balancing accounts; and entering, deleting, and retrieving data utilizing an automated system; 3) experience validating accounting data, analyzing unusual trends for corrective action, maintaining and researching records, and preparing reports; and 4) experience in correcting coding or other errors that result in computer generated rejects. SPECIALIZED EXPERIENCE: Applicant must possess the required one year of specialized experience at the next lower grade level or civilian equivalent to include: 1) experience, education, or training of total accounting procedures; and 2) Experience planning, organizing, and coordinating work to resolve problems that occur. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement. Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
