Provides management support and technical expert consultation to Executive Leadership for all issues related to Environmental Management (EMS) Service programs. Assigns work for subordinate employees within the Miami VA Healthcare System (MVHS), including the Miami VA Medical Center, two major satellite Outpatient Clinics, five Community Based Outpatient Clinics, an Outpatient Substance Abuse Clinic and Healthcare for Homeless Veterans Center, and three Readjustment Counseling Centers.
Duties

Duties include but may not be limited to:
Establishes standards and criteria for environmental sanitation that are fitted to the needs and problems of the Medical Center, Outpatient Clinics and Community Based Outpatient Clinics (CBOC).
Develops technical procedures and standards that create and preserve a clean, sanitary, and aseptic environment for patient and staff.
Plans work to be accomplished by subordinates and prepares schedules for completion of work.
Monitors housekeeping and laundry program to ensure implementation of proper environmental sanitation guidelines.
Manages technical and procedural aspects of laundry plant to include laundering, storage, and delivery of linen.
Manages the linen control system to include requisitioning, repair, replacement, and distribution to users.
Prepares cleaning schedules, reports, and follows up to ensure timely correction of problems identified.
Assigns work to subordinates based on priorities, selective consideration and the difficulty of the work and the capability of the employees.
Implements and manages the Environmental Management Services policies activities within the Miami VA medical center and its auxiliary sites.
Serves on a variety of committees including but not limited to Safety, Infection Control, GEMS, Emergency Preparedness.
Ensures contractor work meets standards to authorize payment.
Approves expenses for extensive overtime, and employee travel.
Performs routine inspections of clinical and administrative areas to ensure cleanliness and quality of employee work.
Evaluates work performance of subordinates giving advice, counsel, or instruction to employees on both works and administrative matters.
Recommends awards and bonuses for nonsupervisory personnel and changes in position descriptions.
Develops and implements new training and performance programs to meet the needs of the service.

Utilizes communication techniques to resolve problems and manages conflict.
Maintains responsibility for the Integrated Pest Management Program for the MVAHS.
Interviews candidates for positions, recommends appointments, promotions, or reassignment to such positions.
Researches, assembles, compiles, and presents information in report format for briefings and committee meetings.
Utilizes word processing, excel, and power point software to execute administrative functions.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:00pm.

Qualifications
To qualify for this position, applicant(s) must meet the following:
Experience: Requires at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of a Hospital Housekeeping Officer and that is typically in or related to the work of the position.
Qualifying specialized experience must include experience in two or more of the following areas, or work directly related to the position to be filled.
Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment.
Experience in laundry and linen management.
Experience in interior design management.
Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.
Experience that demonstrated knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

Physical Requirements: The work involves considerable administrative work but frequent walking, standing, lifting, bending, and stooping are required. It also involves driving to various subject to s outpatient clinics and auxiliary sites to provide environmentally controlled well-lit areas but can be subject to many conditions and temperature variances.
