This position is located within the Compliance Office at the VA Medical Center in Biloxi, MS. The purpose of this position is to improve the business practices in finance, acquisition, contracting, procurement and capital assess management.
Duties

Duties may include, but are not limited to the following:
Performs financial reviews by examining accounts and financial records for the purpose of certifying that the financial statements are a fair representation of the financial position of hospital.
Demonstrates a working knowledge of administrative laws, regulations, and policies applicable to Finance, Logistics, and Capital Asset operations.
Performs the routine and ad-hoc internal control reviews designed to address systematic operational material weaknesses.
Utilizes various tools/resources available from the leadership/facility to conduct reviews and prepare reports.
Develops and conducts audits of vouchers, agent cashier, personal funds of patients, etc.
Conducts performance audits to determine the economy, efficiency. and effectiveness of program operations and to determine whether the entity has complied with laws and regulations applicable to the program.
Conduct activities related to the detection of fraud, waste, and abuse.

Prepares thorough, concise audit reports and makes recommendations designed to assist the facility in resolving identified findings.
Cultivates relationships with individuals at all levels and effectively communicates policy/regulation that supports findings.
Responsible for planning and carrying out the assignment, resolving most conflicts that arise, developing changes in the plan and methodology.
Reviews and evaluates business practices and develops alternate solutions to improve efficiency or achieve compliance.
When faced with recurring findings, or internal control weaknesses, the auditor conducts root cause analysis to determine the cause of the problem and what it will take to become compliant.
Comprehensive knowledge to plan, analyze, determine cost benefit relationships and coordinate a great variety of functions, operations, teams or interfacing administrative systems.
Provide consultative services to program offices and facilitate performance improvement by providing training with regard to business and financial processes as well as internal controls.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, all applicants must meet the Basic Requirement as follows:
A. Possess a degree accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. NOTE: You must submit copies of transcripts at the time of application. Education will not be credited without documentation. Please ensure that your transcripts show that a degree was conferred. Display copies of degrees or course listings do not provide the information needed. -OR-
B. Possess a combination of education and experience, which includes: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; -OR-
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination NOTE: Appropriate certification/documentation must be submitted at the time of application to receive credit for this option; -OR-
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph- A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the Basic Requirement, all applicants must meet the following:
At least one (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in Federal service. Specialized experience includes planning, analyzing, determining cost benefit relationships, and coordinating a great variety of functions, operations, teams or interfacing administrative systems; utilizing the knowledge of the laws, regulations, policies, procedures, and concepts pertaining to finance, logistics and capital asset management; conducting performance audits to determine the economy, efficiency, and effectiveness of program operations; conducting activities related to the detection of fraud, waste and abuse; providing consultative services to program offices and facilitate performance improvement by providing training with regard to business and financial processes as well as internal controls; and performing financial reviews by examining accounts and financial records. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk. The position does require travel (primarily within the VISN geographic area) for a significant amount of time.
