You will serve as an Administrative/Technical Specialist in the Corporate Operations Department (10), Infrastructure Division (102) of NAVAL SURFACE WARFARE CENTER. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $134,435).

Duties

You will participate in design reviews with responsibility for the oversight of assigned construction projects involving military and civil construction activities through a quality assurance/quality control program. You will provide oversight in design review conferences, developing and reviewing preliminary plans and specifications. You will attend and participate in pre bid conferences and site visits to orient and inform bidders as to features, requirements, and special conditions. You will review correspondence and reports on construction status and progress, tests, administration, and estimates relative to construction of the project. You will make decisions and/or recommendations relative to most practical methods of accomplishing desired results including any contingencies. You will prepare documentation, field measurements, computations, and negotiate changes with contractor's representatives. You will present data as basis for substantiating contract modifications. You will serve as a subject matter expert, conferring with co-workers on problems of control, inspection, administration, construction methods, weight handling, and safety. You will assist engineer and/or project manager with preparing modification documents which involve design changes, differing site conditions, variations in quantity estimates, changes in specifications, end drawings, etc. You will serve as a mentor and teacher for junior coworkers.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing, programming, or executing facilities and construction (e.g., water, sewer, electrical, HVAC, material handling, weight handling, crane operation) requirements to improve construction management/project management effectiveness.
