This position is located in External Affairs Directorate, Office Of Citizenship, Partnership and Engagement. As an Education Program Specialist, you will serve as a subject matter expert on various functions and activities related to adult citizenship education and the naturalization test that requires a wide range of project management, liaison, data collection, analysis, and reporting skills.

Duties

Serve as an agency technical expert on the naturalization test and adult citizenship education. Lead the development of guidelines and standard operating procedures to improve the efficiency of adult education programs and initiatives. Provide technical assistance to internal and external stakeholders on the development and implementation of educational programs, assessments, and resources, including English as a Second Language (ESL) and civics content and instruction. Employ a wide range of qualitative and quantitative research methods in a variety of fields/disciplines to provide evidence that supports projects, proposals, and materials. Represent the Office of Citizenship and the Citizenship, Education and Testing Branch by working collaboratively with other subject matter experts across USCIS and externally to solve complex issues. Coordinate and oversee the management of the Citizenship, Education and Testing Branch’s travel budget, teacher training seminars and conferences affecting organizational activities or operations at the program level.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 06/26/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 06/26/2024. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses OR Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below OR Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university OR At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Guiding the development of citizenship education and naturalization test preparation programming, including English as a Second Language (ESL) educational resources, ESL assessment design, and U.S. civics and history content. Planning, scheduling, and implementing projects that strengthen the citizenship education and naturalization test programming of both internal and external stakeholders. Recommending and developing improvements in the agency's naturalization and citizenship education programs. Providing technical assistance and expertise to internal and external stakeholders responsible for adult education programming and curriculum development.
