Duties

As an Emergency Management Specialist, at the full performance level, you will perform the following duties: Advance and implement emergency management standards, regulations, practices, training, and procedures to minimize or eliminate all hazards and threats. Understand emergency management plans, policies, and procedures to include but not be limited to; continuity of operations, devolution, testing, training, and exercises, medical countermeasures, and risk assessments. Manage aspects of emergency management program(s) and activities during a response, including Emergency Operation Center activation and operations. Comply with and following emergency management directives, regulations, policies, standards, and guidance (e.g., Presidential Policy Directive -8, Homeland Security Presidential Directive - 20, Federal Continuity Directive 1&2, National Incident Management System, National Response Framework, National Disaster Recovery Framework, National Security Communications Directive 3-1 O). Develop and implement new or modified legislation for projected impact upon agency programs and resources; and/or in translating into program goals, actions, and services.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
  • Irregular hours and shift work maybe required for emergencies.
  • Required to deploy during emergencies.
  • Required to work 12-hour shifts when deployed, during the activation of the Crisis Action Team or Emergency Relocation Group, or when required during an emergency as determined by management.

You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Organizing the needed and available resources (e.g., technical expertise, equipment, infrastructure) and capacities, as well as future resources, to support emergency activities; Providing technical advice on preparedness and response activities to eliminate, or mitigate damages associated with natural and man-made disasters; and Providing emergency response and preparedness training, exercises, and assistance. You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as: Represent the agency regarding emergency management issues, operations, plans, policies, and procedures; and Interface with other agency components and inter-agency partners regarding emergency management issues, operations, plans, policies, and procedures.
