This position is located in the Facility Management Division of the Planning, Facilities and Conservation Assistance Division in Philadelphia, PA.

Duties

As an Interdisciplinary (General Engineer, Landscape Architect, Architect, Civil Engineer, Mechanical Engineer), GS-0801/0807/0808/0810/0830-12 with the National Park Service (NPS), your duties will include, but are not limited to: Serves as a Project Manager providing professional engineering/architectural advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures and facilities. Supports project scoping to create basic project outlines and budgetary cost estimates with the support of technical staff or Architect/Engineering (A/E) services to provide support to park management seeking regional and national funding programs. Analyzes project requirements and verifies project information submitted with funding request to develop a program for the project, exploring requirements and contextual parameters. Participates in the design process for new facilities, or modifications to existing facilities, to meet the project goals as determined during schematic design. Provides assistance to the Contracting Officer (CO) by developing a design scope of services including information on scoping and pre-design. Serves as the COR during design, communication with the Architect/Engineer (A/E) about park conditions, needs and wanted to ensure the designed products delivered meet National Park Service requirements for all design phases included in the contract.

In order to qualify for this position, you must meet one of the following basic requirements: For the Engineering/Civil Engineering/Mechanical Engineering, (0801/0810/0830) series you must possess: Click on link to view basic requirements: all-professional-engineering-positions-0800.pdf (opm.gov) For the Landscape Architect, (0807) series you must possess: A bachelor's or higher degree in Landscape Architecture or Landscape Design. OR A combination of education and experience that when combined equals four years. For each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. For the Architect, (0808) series you must possess: An Architecture Degree. OR Degree in a related field that included 60 semester hours of coursework in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Degree in architectural engineering, provided the completed course work in architectural engineering provided knowledge, skills, and abilities equivalent to those provided in an architecture or architectural engineering curriculum. OR 1 year of experience in architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. In addition to meeting the basic education requirements, you must possessone year of specialized experience equivalent to GS-11 level (obtained in either the public or private sectors) providing project management support utilizing a comprehensive range of Engineering, Architect and Landscape Architect theories, principles, concepts, and practices in the area of facility management which includes: Monitoring and tracking a program budget; Utilizing a variety of asset management and database management software programs related to repair, rehabilitation and construction for a variety of building types, state-of-the-art utility systems, complex mechanical systems, telecommunications systems, roads, general grounds maintenance, shop operations to accurately perform asset analysis, determine project objectives, recognize deficiencies, present reports , provide recommendations and estimate repair and rehabilitation costs. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. You will not receive credit for experience that does not indicate the exact hours worked per week or is listed as "varies".
