This position is a SUPERVISORY FISH AND WILDLIFE BIOLOGIST, GS- 0401-13 working in Honolulu, HI for the R1-Pacific Islands Fish and Wildlife Office.

Duties

As a SUPERVISORY FISH AND WILDLIFE BIOLOGIST your duties will include but are not limited to the following: Provide coordination and oversight for activities and products associated with on the ground planning and implementation of activities pursuant to sections 4,6,7,8, and 10 of the Endangered Species Act, discretionary funded conservation projects including the USFWS Partners Program, and the Coastal Program projects. Directly supervise the 4-7 members of a team. Responsible for fostering communication within teams/programs, consistency of work products, and for close coordination with the Ecological Services programs on implementation of the Office's Strategic Plan. Evaluate complex biological information and preparation of documents relative to Ecological Services programs using the best scientific and commercial data available. This involves intensive and extensive involvement with other Field and Regional Offices of the Service, other Federal, State, and Territorial agencies, educational facilities, and private individuals or organizations relative to the gathering of scientific information. Closely coordinates and integrates various aspects of work elements within the other programs within Ecological Services and functions and other activities. Assigns, schedules, and oversees the planning and conduct of projects and investigations of the most complex and controversial nature, designing and conducting assessments and restoration plans, preparing associated reports, reviewing complex information provided by the responsible party and/or other trustees, Projects/investigations/reports are often highly controversial with national implications and require a high degree of technical, biological, and regulatory knowledge. Reviews completed staff work to ensure contents of reports adequately support recommendations and conclusions; are technically accurate; are consistent with Federal laws and policies; support positions, policies, and long-term planning objectives of the Field Supervisor and Regional Director. In the absence of the Deputy Field Supervisor, serves as Acting Deputy Field Supervisor. Represents the Service at agency and interagency planning sessions, workshops, and meetings (including other Service activities, other Federal and State agencies, Territorial and local government, organizations, groups, and individuals) coordinating with Deputy Field Supervisor to ensure consistent policy application and effective internal communications. Performs supervisory duties, including assigning work, evaluating performance, recommending promotions, reassignments, and other employee change actions; approving leave; resolving or recommending resolution of complaints or grievances; effecting disciplinary actions, making decisions on work problems; determining necessary training and recommending training required; and making new employee selections. Maintains a positive, productive, and safe work environment. Supervise employees in accordance with FWS and DOI policies, principles and regulations, with particular emphasis on meeting objectives in the FWS Diversity Plan including demonstrating commitment to nondiscrimination in the workplace; ensuring equity in all employment practices and the development of the workforce supervised: demonstrating progress in all personnel management practices that facilitate the furtherance of a diverse workforce and; being sensitive to differences that exist in a diverse workforce.

Qualifications

Only experience and education obtained by 07/01/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Possess a combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Minimum Qualification [GS-13] One year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) Coordinating a natural resources conservation program; 2) Providing technical advice to others on issues, projects, or programs related to endangered species; 3) Dealing with complex and controversial natural resources management issues and negotiating with a diverse group of stakeholders to resolve related conflicts; and 4) Providing leadership which includes planning, organizing, and directing the work of other individuals focused on the conservation of natural resources. NOTE: Your resume must contain sufficient information in these areas to be found qualified. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
