About the Position: Serves as the Program Specialist responsible for the overall management, control and execution of the Army Care Recovery Program (ARCP) in Soldier Recovery Unit (SRU). Provides advice and guidance on program specific to SRU staff, and leaders and unit representatives both internal and external to the organization on program initiatives to include but not limited to program strength management, both military and civilian personnel, operations, logistics.
Duties
Keeps the Commander apprised on the general state of workforce management and official structure administration activities within the organization.
Develops procedures and policies to implement Army and Medical Command (MEDCOM) regulations, such as those dealing with personnel issues, over-hire requests, pay and training.
Responsible for planning, developing, implementing, performing and revising as necessary the Civilian Personnel Management Planning and Evaluation Programs for Soldier Recovery Unit's civilian personnel.
Oversees activities that include purchasing, transportation, inventory, and warehousing.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes creating operational briefs and policies or Standards of Operational Procedures (SOP); delegating tasks and identifying manpower for those tasks; AND managing day-to-day operations of the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
At least a B.A. degree and 7-10 years of Program Management experience is preferred but not required. The hiring manager also prefers applicants that have army organization/structure knowledge.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
