About the Position: The Portland District Equal Employment Opportunity (EEO) Office implements and maintains affirmative employment initiatives to cultivate a diverse workforce, and use alternative techniques to resolve disputes at the lowest possible level. As a District EEO Specialist you will be responsible for EEO complaint Management as well as the development, implementation and administration of the Portland District's EEO and Affirmative Employment Programs.
Duties
Ensure local EEO programs incorporate the requirements of higher authority.
Assist with implementing the Affirmative Action Program.
Prepare and provide training to an organizations managers and employees regarding EEO programs, policies, reporting procedures, goals and initiatives.
Advise on the feasibility and impact of EEO plans, policies and decisions.
Track and manage EEO complaints to ensure resolutions were effective and in compliance with EEO laws, policies and procedures.
Conduct fact-finding analyses of EEO cases and recommend resolutions of problems in order to resolve complaints at the lowest possible level.
Prepare recurring and special one-time only reports to identify trends or barriers to the organization EEO program.
Advise on EEO Program matters to ensure equal opportunity and treatment of all employees.
Conduct interviews to obtain facts in the complaint process.
Assist with negotiations to resolve issues.
Apply conflict resolution or alternative dispute resolution methods in resolving complaints or potential complaints of discrimination at the lowest possible level

GS-07 Qualifications:
Specialized Experience: One year of specialized experience which includes 1.) assisting with the complaints process by collecting, organizing and filing complaint records for processing in accordance with applicable laws, policies, and regulations; 2.) assisting with organizational outreach events aimed to promote diversity, equity, and inclusion within its workforce and hiring initiatives; and/or 3.) assisting in the gathering of information of allegations received in the complaints process. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).OR

GS-09 Qualification:
Specialized Experience: One year of specialized experience which includes 1.) preparing reports and correspondence for signature of senior level officials; 2.) supporting organizational outreach events aimed to promote diversity, equity, and inclusion within its workforce and hiring initiatives; 3.) utilizing fact finding methods in gathering all relevant information of allegations received in the complaints process; and/or 4.) tracking and collecting data received from employees claiming discrimination for reporting purposes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).OR

GS-11 Qualifications:
Specialized Experience: One year of specialized experience which includes 1.) reviewing regulations/policies/directives pertaining to a Federal Equal Employment Opportunity Program to ensure organizational compliance of EEO laws, rules and regulations; 2.) processing and managing a variety of complaints IAW applicable laws, policies, and regulations; and 3.) utilize fact finding methods in gathering all relevant information of allegations received in the complaints process. Qualifications based on Education or Combination of Education and Experience:
GS-07:
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management, Employment Law, Business Management/Business Administration, Psychology, Sociology, Criminal Justice, Humanities, or Counseling or a program that concentrates on compliance and enforcement; administration, management, and consulting; and/or personnel administration.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management, Employment Law, Business Management/Business Administration, Psychology, Sociology, Criminal Justice, Humanities, or Counseling or a program that concentrates on compliance and enforcement; administration, management, and consulting; and/or personnel administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
