The primary purpose of this position is to manage all VTS and BT Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness.

Duties

Duties include but are not limited to: Interprets and implements policies and procedures Develops Management Plans. Procedures, VAMC Policies, Memorandums and Standard Operating Procedures (SOPs) Performs and coordinates personnel action, maintains personnel-related records such as Position Descriptions; completes performance appraisals, ratings and awards and proficiencies for assigned staff. Performs administrative and personnel management functions relative to staff supervised. Manages, advises and performs internal audits and activities; completes and reports findings; recommends corrective actions Reviews and analyzes data from diverse sources, assembles information and develops reports and presentations Prepares written responses from inquiries from congressional representatives, other governmental agencies, Veterans and\or Veteran representatives Work Schedule: Monday - Friday 8:00am to 4:30pm Compressed/Flexible: Not Eligible Telework: Not Eligible Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical aspects of the services provided in the VTP. Knowledge of VA mission, organization, and work processes of programs throughout the VAMC. Knowledge of the efficient and effective operation of Veteran Transportation Program. Knowledge of reviewing data of all outpatient data relative to no show rates, cancellation rates, patient waiting times, appointment delays, Beneficiary Travel expenditures and Behavioral Audit / Reconciliation Processes and customer satisfaction. Knowledge of VA ride scheduling software Knowledge of gathering, assessing, and developing data for idea improvements Knowledge of the medical field Experience in providing advice on difficult and complex problems and issues Knowledge of Mobility Management Knowledge of Beneficiary Travel, Federal Transportation Agency's VTCLI, Americans with Disabilities Act (ADA) and policies regarding transporting disabled Veterans Current or previous department managing and supervisory of personnel OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have the following with a Major study of accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center. The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
