Duties

The primary purpose of this position is: To serve as the 9th Reconnaissance Wing Command Post Chief and authority/advisor to the installation and host/tenant wing Commanders. Manages and directs all command and control (C2) functions for the 9th Reconnaissance Wing, 195th Air National Guard Wing, and 22 tenant units in support of over 7,000 military and civilian personnel across three MAJCOMs. Provides planning, directing, organizing, and exercising control over 17 enlisted personnel assigned to the 9 RW Command Post. Oversees, interprets, compiles, and communicates Chairman Joint Chiefs of Staff (CJCS), United States Northern Command (NORTHCOM), Air Combat Command (ACC), and National Command Authority Emergency Actions (EA) procedures and reporting. Plans, organizes, and oversees the activities of 9th RW Command Post, ensuring that Command and Control complies with legal and regulatory requirements and meets the needs to support installation operations. Directs, coordinates, and oversees C2 Operations, C2 Operations Reports, C2 Operations Systems and C2 Operations Training through the respective subordinates and exercises supervisory personnel management responsibilities of the Command Post Team. Represents Command Post, Wing and ACC on Command and Control with a variety of installation and functional area organizations meeting management, reporting, training and systems requirements. Exercises supervisory personnel management responsibilities for military personnel.

Qualifications

Conditions of Employment Continued: This position is Emergency Essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. This position is designated as a Key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have one (1) year of specialized experience equivalent to the GS-09 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include Knowledge of a wide range of qualitative and quantitative methods/techniques for the gathering, analyzing, and measuring effectiveness, efficiency, and productivity of programs for assessment/improvement of critical CP plans & programs. Knowledge of Operational Plan (OPLAN) Execution and Emergency Actions (EA) implementation, program management and coordination as well as EA and Emergency Management (EM) mission support to support installation wide Command and Control (C2) operations, emergency actions, reports, training, and systems. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. OR LL.B. or J.D in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of base/wing support organizations and interrelationships among those agencies; organizational missions, management concepts, principles and methodologies related to command post operations, DAF reporting, emergency actions and C2 systems. Knowledge of a wide range of qualitative and quantitative methods/techniques for the gathering, analyzing and measuring effectiveness, efficiency, and productivity of programs for assessment/improvement of critical CP plans & programs. Skill in the use of command post databases with ability to comprehend, interpret, and effectively communicate all correspondence, orders, and plans. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to comprehensively articulate and communicate plans, programs, and strategies to senior military leaders both orally and in writing. Ability to work in a high stress, rapid response situations and multi-task situations. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
