The Supervisory Medical Supply Technician (MST) in the Sterile Processing Service (SPS) works in support of the Chief and Assistant Chief of SPS and is the first line supervisor for MSTs. The incumbent supervises MSTs supporting the Reusable Medical Device (RMD) program to accomplish the mission, vision, and goals of the organization.

Duties

Plan, conducts, & makes analysis of operations for evaluating the methods, procedures, workflow, personnel utilizations, & recommends to leadership those courses of action or changes which will improve services. Establishes & maintains an accurate RMD inventory, reprocessing equipment, & ensure RMD availability for patient care utilization. Plans, organizes directs, trains & coordinates all activities. Possesses in-depth knowledge of processes, reprocessing equipment, reusable medical devices, & reprocessing methodology. Supports formulation & execution of administrative policies & procedures. Uses a planned, implemented & evaluated Quality Management System Program. Assists with overseeing daily decisions. Oversees the various SPS areas of reprocessing & functions; including Decontamination, Preparation, Assembly, Packaging, High & Low Temperature Sterilization, & Disinfection. Provides oversight to include planning & scheduling priorities based on available staffing, RMD, reprocessing equipment, resources & the RMD reprocessing workload. Develops quality measures & tracks & reports on trends. Reviews processes, equipment, & resources to ensure the facility is keeping up with new requirements, process improvements, & best practices. Oversees the receipt, processing, transportation, storage, & utilization of critical & semi-critical reusable medical devices. Utilizes safety precautions in performance of duties. Hears & resolves minor complaints Counsels, guides & evaluates performance. Carries out EEO policies & program activities. Identifies problems & facilitates solutions. Recruits & hires MSTs, & identifies training needs & facilitates career opportunities. Monitors employee orientation, training, & certification. Oversees service employee productivity & SOP & competency adherence & assists in all personnel actions. Follows VA directives, agency guidelines, regulatory agency recommendations, standard operating procedures & demonstrates competency in the performance of all reprocessing duties & tasks. Applies knowledge in directing staff & making service & program decisions & recommendations. Collaborates with medical, nursing, & administrative staff to provide effective decision . Communicates & treats customers favorably. Participates & is accountable for quality assurance program. Meets the needs of customers while supporting VA missions. Provides the customer with consistent information. Handles conflict & problems with the customer. Serves as the Customer Service Liaison & works toward resolution of problems. Initiates investigations & formulates solutions. Apprises' leadership of situations that warrant intervention & proposes alternative to resolve these complaints or concerns. Plans, develops, directs, & maintains a Quality Assurance program, to include random sampling, & product assessment. Ensures patient care needs are the driving force, placing the emphasis on process management & undertaking improvement efforts. Monitors quality program implementation & indicators. Serves as advisor & consultant to leadership. Plans VA activities. Assists in the management of all economies of operation, program budget, evaluation & purchases of capital & non-capital equipment, reusable medical devices, reprocessing equipment, services, & supplies. Assists leadership with management of the Equipment Inventory Listing . Participates with leadership in reviewing office needs, plans, & goals to develop budget data & justification for review & approval. Assists in reviews & retainment of the environmental conditions, water quality, & quality assurance validation of reprocessing equipment, sterilization, & disinfection records. Assists the Chief, Infection Control & in the initiation of new or revised policies & procedures. Meets a variety of critical & everchanging deadlines. Applies a wide range of qualitative and/or quantitative methods for the assessment & improvement of program effectiveness. Utilizes the basic principles & practices related to the management of health care delivery systems, analyzes, evaluates, develops, & advises work performed; assisting in general administrative support ; & of work related to administration or evaluation of Federal & Federal-State public health programs . Ensures compliance with a wide range of administrative laws, policies, regulations, & precedents . Maintains a cohesive working relationship with other programs. Requires skill to plan, organize, & to negotiate effectively with management to accept & implement recommendations. Requires an understanding of the critical balance between the administrative & clinical functions in the health care delivery system. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part. Experience and/or Education Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; OR Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position;( Must provide Transcript if using this requirement) OR Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. ( Must provide Transcript if using this requirement) OR Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs. ( Must provide Transcript and education equivalency if using this requirement) Grade Determinations: GS-08 Supervisory Medical Supply Technician (Sterile Processing) Experience. One year of experience equivalent to the next lower grade level (GS-07). Experience may include: assembles highly complex instrument sets including, but not limited to, open heart, major orthopedic total joint, cardiovascular, craniotomy and complex endoscopic instrumentation. Processes all complex endoscopic instrumentation to include those medical devices used in the gastroenterology laboratory, bronchoscopy laboratory, urology and operating room. Reviews manufacturer guidelines to ensure the correct methods and parameters are followed when cleaning, decontaminating and sterilizing RME. Troubleshoots and analyzes mechanical failures and makes necessary adjustments to complex decontamination and sterilization equipment, as well as interprets alarm conditions which may occur while operating the equipment. Informs management and healthcare staff when cleaning and processing standard operating procedures (SOPs) or instruction for use have been changed or updated to assure the changes have been validated to meet all guidelines. AND Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs: Ability to manage, interact and deal with individuals of varying backgrounds. Ability to direct staff and manage tasks to be completed. Ability to oversee and supervise all aspects of decontamination, preparation, sterilization, monitoring, and distribution of RME. Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues Assignment. The Supervisory MST functions as a first-level supervisor responsible for the oversight of a group of MSTs, with administrative responsibility for planning and directing the work. Oversees attendance and leave, including approval of sick and annual leave and vacation schedules. Informs higher level management of anticipated vacancies or increases in workload. Recommends promotions, reassignments, recognition of superior performance, retention or release of probationary employees or other changes of assigned personnel. Holds corrective interviews with employees, referring disciplinary problems to higher levels of management. Resolves informal complaints of employees and deals with union representatives on personnel matters. Provides technical supervision necessary for accomplishing the work of the organizational unit. Preferred Experience: VA Level 2 MST certification, or HSPA (IAHCSMM) Certified Registered Central Service Technician, or CBSPD certification. References: VA HANDBOOK 5005/76 PART II APPENDIX G47 Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply (preparation) and in other services and departments throughout the medical facility/campus. The MST may be required to work in areas that are hot, humid, cold, drafty and poorly lighted. The employee is subject to the possibility of falls, scrapes, cuts, bruises, and other injuries from material handling equipment. The work requires standing and walking during the entire workday and frequent bending and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly and assembly of instrumentation. On a regular and recurring basis, the employee alternates between a contaminated environment and a carefully controlled clean environment. The employee wears special clothing, hair covers, personal protective equipment and shoe covers that can be uncomfortably warm. The work area is noisy due to the clatter of metal instruments, rumbling of carts and operation of equipment.
