The primary purpose of this position is: To operate and manage a geographic information system (GIS) and associated geospatial data related to all physical, natural, and cultural features of the earth, including military training activities.

  • Office work is sedentary in a typical office environment, with occasional requirement to lift boxes weighing up to 50 lb. (cont)
  • (cont) Field work requires driving Government vehicles, walking, and hiking in remote field locations in extreme weather conditions during a long duty day, and with possible exposure to unexploded military ordinance (cont)
  • (cont) Duties include occasional maintenance of field equipment. Some travel is required, typically 3-5 days per month spent performing field work (quarters are available). (cont)
  • (cont) Other travel may include attendance at multi-day meetings elsewhere in the CONUS, typically about three times annually. Some illegal activities occur on BMGR East, (cont)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Geography Series, 0150 + IOR. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. NOTE: You must submit a copy of your transcripts in your application. OR Combination of education and experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. NOTE: You must submit a copy of your transcripts in your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to the GS-09 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector) which includes knowledge of concepts, techniques, and methods of geographical analysis; professional knowledge of concepts, techniques, and appropriate uses of GPS equipment for special data collection; professional knowledge of the concepts, techniques, and practices of GIS database management, including planning and execution of data collection, AND analysis. Note: You must submit a copy of your college transcripts. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of geospatial systems analysis concepts, techniques, and principles sufficient to evaluate business practices and processes, evaluate the feasibility of systems development projects, and develop functional preferred. 2. Knowledge of geospatial data management concepts, principles, and methods sufficient to implement and evaluate an effective GIS system (servers, enterprise and desktop software and GPS devices), and to conduct performance-testing activities to optimize processes. 3. Knowledge of geospatial applications software development and design concepts and techniques sufficient to design, develop. code, test, and debug large and complex programs. 4. Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other geospatial analysts, and to provide user training and support. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
